Job description

Position Overview

The Project Controls Coordinator IV (PCC) is responsible for the development, implementation, and continuous improvement of project controls systems for large-scale, capital-intensive construction projects.

This role ensures full integration between cost and schedule functions while maintaining quality assurance of all project controls deliverables.



The PCC will typically be assigned to projects exceeding $100 million annually with multi-year durations and a high degree of complexity.




Key Responsibilities

Cost Control and Reporting



  • Lead and coordinate the development, implementation, and maintenance of project cost controls deliverables in alignment with company standards and policies.




  • Establish and maintain the Work Breakdown Structure (WBS) to ensure effective project execution, cost tracking, and compliance with stakeholder reporting requirements.




  • Gather inputs for project cost estimates, establish control budgets, and monitor costs and commitments throughout the project lifecycle.




  • Conduct variance analysis, forecasting, and earned value management (EVM) to assess project performance.




  • Prepare, review, and present cost control reports and dashboards including:





    • Cost Reports and Variance Analyses




    • Cash Flow Forecasts and Variance Reports




    • Schedule Variance Analysis Reports




    • Change Management and Contingency Logs




    • Monthly Project Status Reports








Project Coordination and Integration



  • Work collaboratively with schedulers, field analysts, and project managers to ensure consistent data flow and alignment between cost and schedule reporting.




  • Participate in project team and stakeholder meetings to stay informed on scope, budget, and schedule changes.




  • Engage with cross-functional teams to review and validate project costs, commitments, and forecasts.




  • Liaise with internal departments such as PMO, Capital Assets, Finance, and Engineering to maintain transparency and consistency in reporting.






Governance, Quality, and Process Improvement



  • Support the implementation and continuous improvement of standardized project controls procedures and tools.




  • Ensure compliance with established project controls frameworks and provide recommendations for enhancement.




  • Actively contribute to lessons-learned initiatives, internal audits, and peer reviews to promote best practices in cost and schedule integration.




  • Manage competing priorities and deadlines effectively in a fast-paced, matrixed environment.






Required Qualifications



  • Bachelor's degree in Accounting, Finance, Engineering, Construction Management, or a related field.




  • 10+ years of progressive experience in project controls, cost engineering, or project management support within capital construction environments.




  • Proven track record in cost forecasting, variance analysis, and earned value management (EVM).




  • Strong proficiency in Microsoft Excel, cost management systems, and scheduling tools (e.g., Primavera P6, EcoSys, or similar).




  • Excellent analytical, organizational, and problem-solving skills.




  • Effective communication and interpersonal skills with demonstrated ability to work across departments and stakeholders.






Preferred Qualifications



  • Project Management Professional (PMP) or equivalent certification.




  • Experience supporting midstream, utilities, energy, or infrastructure projects.




  • Familiarity with best practices in cost control, project accounting, and change management.




  • Experience working within matrix organizational structures.




  • Strong attention to detail and commitment to data accuracy.
