New hires are typically brought into the organization between $ 106,577.00 - $135,000.00/year, based on experience and education.

    In this position you can expect to a hybrid schedule, with at least three in-office days, Monday- Friday, at the Wellington E.

    Webb Municipal Office Building at 201 W Colfax Ave., Denver, CO 80202.

    The City and County of Denver has announced furlough days, or unpaid days off, for most employees to meet a budget shortfall in 2025.

    There are two fixed furlough days for all limited (temporary positions with an end date) and unlimited (permanent) employees on August 29th, the Saturday before Labor Day, and November 28th, the day after Thanksgiving.

    If you receive an offer for this position, your annual pay will determine whether you are required to take additional furlough days.

    Details will be discussed during the offer process for selected candidate(s).

    Human Rights and Community Partnerships () works with communities to address local issues, promote equal opportunity, and protect the rights of all people regardless of race, color, creed, gender, sexual orientation, national origin, age, or disability.

    Additionally, the agency oversees the work of 10 Mayoral Advisory Commissions.

    The commissions serve as a bridge between their respective community and the Mayor and the City and County of Denver.

    They are responsible for helping to identify challenges, opportunities, and areas for greater partnership and collaboration.

    We are seeking an Access for All Program Director

    This Director will lead strategic initiatives with the division to advance equity and accessibility for Denver’s community members with a specific focus on Deaf and Hard of Hearing, Disability Rights, and Anti-Discrimination programs.

    This Director will continue building proactive systems of inclusion while strengthening partnerships across government and community.

    As a key member of HRCP’s leadership team, this position will be a visionary leader that drives innovation and equity while championing universal access.

    Key Responsibilities:

    Leadership and Strategy

  • Perform “core” operational level management by directing functional and/or operational areas for the division that has a team of at least six.

    Directs the performance of the division by implementing the strategic plan and establishing key performance expectations.
  • Develop and implement a comprehensive vision that integrates Deaf and Hard of Hearing access, anti-discrimination programming, and disability rights.
  • Serve as a trusted advisor to senior leadership, policymakers, and community stakeholders on accessibility, and inclusion.

    Provide reports for HRCP executive leadership, City Council, and Mayor’s Office.
  • Oversee strategic planning, budgeting, and reporting to ensure goals are met and progress is measurable.

    This includes working with contractors, vendors, developing and maintaining strong relationships with non-profits.

    Manage program budgets and resources efficiently and equitably.
  • Project and program management- assure that goals and objectives are tracked/measured and publicly reported through HRCP’s established dashboard database.
  • Advance policies and initiatives that promote full participation of Disabled people in civic life, employment, housing, education, and public services.

    Oversee investigation and resolution of complaints, ensuring processes are fair, trauma-informed, and accessible.
  • Direct programs and services that guarantee communication access, including qualified interpreters, captioning, and assistive technologies.
  • Represent the office at public forums, convenings, and interagency initiatives.

    Partner with interagency and with community organizations to strengthen culturally and linguistically appropriate services for Deaf and Hard of Hearing individuals.

    Advocate for systemic changes that eliminate barriers and expand language equity in public services.

    Elevate community leadership and feedback in shaping programs and policies.
  • Promote universal design, accessible technology, and inclusive practices across city programs.

    Ensure that the voices of people with disabilities guide program development and decision-making.

    Build and sustain collaborative relationships with disability advocates, Deaf and Hard of Hearing communities, civil rights organizations, and service providers.
  • Organizational Management- Supervise, coach, mentor, and challenge staff and consultants, fostering a culture of accountability, equity, and innovation.

    Develop goals, document performance, provide performance feedback and formally evaluate the work of the employees; provide reward and recognition for proper and efficient performance.

    Assist staff to achieve performance standards and identifies opportunities for improvement to performance standards.

    Ensure continuous staff development in accessibility, cultural competency, and anti-discrimination programing.
  • Work with local, state, and national leaders, to include universities and other research institutions, to analyze program needs and resources as well as identify best practices in other cities and communities that can assist in the achievement of the program’s desired outcomes, goals and objectives

  • Program/project management experience or applicable skillsets
  • Excellent interpersonal skills, including but not limited to written and verbal communication skills, relationship cultivation and relationship management.

  • Stakeholder facilitation experience and public speaking/public engagement skills.

  • Required Minimum Qualifications

  • Education requirement: Bachelor's Degree in a related field based on a specific position(s).
  • Experience Requirement: Five (5) years of experience at the type and level of functional or operational management, which must have included management of subordinate supervisors.
  • Education/Experience Equivalency: Two (2) years of the appropriate type and level of experience may be substituted for each required year of post-high school education.

    Additional appropriate education may be substituted for the minimum experience requirements.
  • License/Certifications: Requires a valid Driver's License at the time of application.
