Description:
The maximum number of FTEs is 18 (eighteen).

Actual FTE bid, labor category, and skill level is at the discretion of the Contractor.

INTRODUCTION: The Sponsor’s office provides enterprise data services, federated search, and knowledge management services to enable search and discovery of Sponsor data, as well as improve collaboration across the organization.

The Sponsor requires support specializing in the innovative development of search services, data repositories, and knowledge management services.

The Sponsor requires project management and technical support to manage projects and to perform software development activities within budget in the areas of enabling search against structured and unstructured data sets; federating searches across external data sources; coordinating, tagging, organizing, and collaborating on documents across the organization; leveraging machine language to discover content that would otherwise be missed via Boolean; and incorporating artificial intelligence to do predictive analysis and make recommendations based on historical data.

WORK REQUIREMENTS: IT Program Management; HRR; N The Contractor shall participate in all Lean Agile scrums, sprints and grooming sessions.

The Contractor shall develop long-term and strategic objectives to ensure that end user requirements will be satisfied in future years.

The Contractor shall meet schedule and delivery commitments within budget.

The Contractor shall consult and coordinate appropriately for problem resolution, task scheduling, and new resource requirements, and task clarification.

The Contractor shall coordinate program management activities including scheduling of meetings and preparation of briefings and presentations.

The Contractor shall create, maintain, and brief Project Management Review (PMR) slides for projects.

The Contractor shall understand the cloud environments, such as AWS or Azure.

The Contractor shall estimate costs of deploying system components to the target environment.

The Contractor shall coordinate and collaborate with security, operations, testing and other teams to provide system information and technical support.

The Contractor shall create, manage and update Jira tickets.

The Contractor shall ensure that all applications and services that fall under their purview are running up to date software versions to include code libraries and have current A&A accreditation in good standing.

The Contractor shall report sprint MVI burn-up, top line charts, as well as MVI features and user stories.

The Contractor shall work with and follow change and configuration management process and tools.

Scrum; HRR; Y The Contractor shall work in the Lean Agile environment, leading and holding daily scrum meeting with multi-disciplinary project teams of technical engineers, developers and operational resources.

The Contractor shall monitor the progress of multiple concurrent and highly visible projects and requirements.

The Contractor shall take required corrective actions, identify and manage risks, and communicate those risks to the customer, stakeholder, and project team.

The Contractor shall identify programmatic challenges, risks, and constraints as well as produce well thought mitigation strategies.

The Contractor shall manage a project through the accreditation process using ICD-503 and receive ATO.

The Contractor shall use Jira for managing backlogs, portfolios, products and sprints.

The Contractor shall report sprint MVI burn-up, top line charts, as well as MVI features and user stories.

Software Engineering; HRR; Y The Contractor team shall participate in all Lean Agile scrums, sprints and grooming sessions.

The Contractor team shall manage the progress of Commercial-Off-The-Shelf (COTS) product integration and development efforts.

The Contractor team shall ensure tasks are completed on schedule.

The Contractor team shall consult and coordinate appropriately for problem resolution, task scheduling, new resource requirements, and task clarification.

The Contractor shall understand the cloud environments, such as AWS or Azure.

The Contractor team shall coordinate and collaborate with security, operations, engineering, testing and other teams to provide system information and technical support.

The Contractor team shall create, manage and update Jira tickets.

The Contractor team shall design, develop and modify software systems.

The Contractor team shall document and track vendor software roadmaps for software and patch version updates.

The Contractor team shall unit test their software and perform code reviews.
