The MTA is one of the largest transit systems in the United States and is seeking dynamic and energetic individuals to join the MTA team.

The Maryland Department of Transportation Transit Administration is recruiting for Assistant Chief Safety Officer - Occupational Safety & Health.

An Assistant Chief Safety Officer - Occupational Safety & Health is responsible for implementing, administering, and monitoring the Public Transit Agency Safety Plan, ensuring compliance with all Federal, State, Local occupational safety and health laws, and MTA Safety regulations/standards.

The Assistant Chief Safety Officer- Occupational Safety & Health will also be the agency’s lead for OSHA reporting, facilities inspection program, and Injury & Illness Prevention Plan Employees in this classification supervise Safety Officers.

Employees in this class may be required to work evenings and weekends and are subject to call-in during non-work hours in response to emergency situations such as accident investigations.

The position requires good, accurate writing skills, the ability to present topics competently to a varied audience and requires good organizational skills.

The position is expected to take charge at an accident scene or incident if necessary.

Accident/Incident investigations will also require interviewing witnesses and involved parties in a professional manner and this employee may be required to complete factual and comprehensive reports.

The employee travels and works outdoors at various locations throughout the MTA service area, in all types of weather conditions, and at all times of the day or night.

The work requires travel to work sites such as roadways, construction sites, railroad tracks or manufacturing/shop sites where conditions may be noisy, dirty, and uncomfortable and requires the employee to use specialized safety equipment such as hearing protection, fall protection safety devices, eye protection, head protection, and respiratory protection.

Employees may work in environments where there may be exposure to a variety of physical and health hazards, such as falling debris, noxious fumes, live electrical wiring, and asbestos particles.

The work requires climbing ladders, working at elevated heights and in confined areas, and carrying test equipment such as voltage testers, sound level meters, and pressure gauges.

Qualifications

Education: A Bachelor's degree from an accredited college or university.

Experience: Six years of experience in the inspection of workplaces to ensure compliance and initiate enforcement of State and Federal occupational safety and health laws, regulations, and standards.

Two years of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

The ideal candidate will have good writing and organizational skills, expert training skills, project management skills, and the ability to present topics competently to a varied audience.

This employee should be able to develop emergency exercises and after-action reports.

Should have a technical background to accurately investigate all accidents/incidents and their causes and to make recommendations for maintenance activities, projects, and operations.

Must be familiar with Federal regulations such as 49 CFR, 29 CFR, OSHA, and ANSI Standards and understand emergency preparedness plans.

Must have knowledge of FTA Safety Management Systems (SMS) and the four functional components of SMS

Notes:

Additional experience in administrative or professional work may be substituted on a year-for-year basis for the required education.

2.

Additional graduate-level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year-to-year basis for the required general experience.

3.

Candidates may substitute U.S. Armed Forces military service experience involving staff work related to the administration of rules, regulations, policies, procedures, and processes, or overseeing or coordinating unit operations or functioning as a staff assistant on a year-for-year basis for the required education and experience.

Employees in this classification may be assigned duties which require the operation of a motor vehicle.

Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
