Division of Facilities Management - Southern Division

The Division of Facilities Management is a customer-driven support organization responsible for providing facilities management services to all CDHS agencies and offices.

These services include the maintenance of building and grounds, custodial, capital construction (budgeting and contract management), utilities management, vehicle fleet management, building space leasing allocation, and facilities planning services.

This is accomplished through a centralized statewide team that is divided into three districts and a central office.

By combining our expert professional extensive facilities knowledge and strong commitment to reliable, responsive service, we enable our clients to achieve consistently high performance facilities, and long-term value.

Our goal is to be an organization that meets customer expectations 100% of the time.

The facilities managed by the Division of Facilities Management (DFM) include 1,400 acres of land and 349 buildings comprising 3.8 million square feet.



Facilities served: Colorado Mental Health Hospital in Pueblo (CMHHIP), Pueblo Regional Center (PRC), Department of Corrections (DOC), Division of Youth Services (Zeb Pike, Spring Creek and Pueblo Youth Services Center) and the Veteran’s Community Living Centers in the Southern District.





Description of Job


You are required to work at your assigned work location during your scheduled work times.


Please note: Work arrangements are subject to change at any time.



This position installs, maintains, and repairs the systems that control heating, ventilation, air conditioning, and refrigeration (HVACR).

They may also program the systems that run HVAC in buildings.

The HVAC Controls Technician supports troubleshooting and programming temperature control systems based on building specifications, as well as provides insights and recommendations that contribute to task completion.

Using expertise in the commercial HVAC industry, this position performs installation, and emergency procedures.



Additionally, this position serves as the work lead over the Pipe/Mech Trades II HVAC staff in Southern District DFM.

The HVAC Controls Technician leads and is partially accountable for the Pipe/Mech Trades II in DFM’s Southern District.

This position supports, provides guidance to, and professionally develops the Pipe/Mech Trades II, as well as supports and takes the lead in training new staff.

This position assigns tasks, monitor progress and workflows, check the product, schedule work, and establish work standards.

As a work leader, this position provides input into supervisory decisions made at higher levels.



General Duties:

+ Install and configure programmable logic controllers (PLCs)

+ Install panels, wiring, thermostats, and sensors

+ Troubleshoot and repair HVAC systems

+ Respond to HVAC system complaints

+ Read and interpret control logic diagrams and wiring schematics

+ Maintain sensors, thermostats, controllers, valves, and actuators

+ Complete and close out work orders

+ Track work and time

+ Provides department support by processing work orders in a timely manner.



+ Determining obsolete replacement parts

+ Determining if program sequence is correct for building automation.



+ Researching IP and MAC addresses to resolve communication issues.



+ Communicating with end users to determine cause and corrective actions.



Troubleshooting, Repairs and Adjustments Duties:

+ Conduct necessary tests, including standard industry approved trouble shooting methods to determine malfunctions and or causes of breakdowns of all assigned equipment; remove, repair or replace faulty parts, subassemblies and major components; retest equipment with repaired or replaced components and make required adjustments and or corrections to restore complete proper operation.



+ Communicate effectively with customers, regardless of their level of technical knowledge.



+ Use proper tools and instruments while troubleshooting.



+ Promptly and accurately complete all required paperwork.



+ Keep supervisor and manager informed of new developments, changes, or customer complaints.



+ Determines how to prioritize work orders on an ongoing basis.



+ Determine malfunctions and or causes of breakdowns of all assigned equipment

+ Determines proper use of appropriate PPE (personal protective equipment) based on work orders.



+ Determines if equipment meets all regulatory requirements.



+ Determine if infrastructure will support equipment being evaluated.



Retro-commissioning Duties:

+ Optimizing existing building systems and equipment to improve performance, reduce energy consumption, and enhance occupant comfort.

Conduct thorough evaluations, identify inefficiencies, and implement strategies for improvement.



+ System Analysis and Evaluation: Reviewing design documentation, as-built drawings, and operational procedures.

Conducting on-site inspections to understand the systems and equipment in operation.

Gathering data on building performance, including energy consumption, utility bills, and system operation.



+ Identifying and Addressing Issues: Conducting tests to ensure systems are operating as designed and meeting performance standards.

Analyzing collected data to identify areas of improvement and inefficiencies.

Determining the root causes of performance issues and recommending solutions.



+ Developing and Implementing Solutions: Suggesting strategies to optimize energy use, such as adjusting operating schedules, optimizing equipment operation, and implementing new technologies.

Working with facility managers to implement recommended solutions.

Adjusting control settings, troubleshooting equipment issues, and ensuring systems are operating at their optimal specifications.



+ Documentation and Reporting: Documenting the RCx process, findings, and recommendations in comprehensive reports.

Providing training to facility personnel on proper operation and maintenance procedures.

Ensuring that project documents are updated to reflect changes and improvements.



+ Additional Responsibilities: Collaborating with building owners, facility managers, and other relevant parties.

Offering guidance and assistance to facility personnel on system operation and maintenance.

Tracking the effectiveness of implemented solutions and ensuring continued performance improvement.



Preventative Maintenance Duties:

+ Maintain and perform basic troubleshooting of electrical and mechanical aspects of HVACR equipment.



+ Adjust, reset, repair, or replace adjustable components such as belts, pressure switches, low ambient controls, and wearing components such as bearings, wheels, rollers, pulleys.



+ Maintain and troubleshoot motors, relays, motor starters, variable frequency drives, variable air volume units, actuators, Hydronic / Steam valves and dampers.



+ Clean, and lubricate equipment.



+ Perform basic electrical maintenance and simple repair/replace of various electrical circuits and related electronic equipment, using tools such as multi-meters and infrared thermometers.



+ Read and understand basic electrical and electronic schematics.



+ Develop and maintain positive working relationships across all levels of the organization.



Work Lead Duties:

+ Direct other mechanics/trades persons in all aspects of heating, ventilation, air conditioning, refrigeration, and air compressors, and related duties.



+ Recommend and/or order necessary parts and supplies for installation, service, repair and maintenance of all assigned equipment.



+ Report, organize and maintain all necessary records of materials purchased/work performed to service, repair, maintain and operate all equipment, including applicable records/paperwork associated with EPA mandates and refrigerant transition/recovery.



+ When tasked, oversee preparation of daily tasks in the absence of the supervisor.

+ Motor Vehicle Check
+ Travel – This position will be required to drive State Vehicles as part of daily work assignment from site to site equipped with tools to perform daily duties.

Travel to training and meetings.

On occasion, this position travels to other districts.
+ Must be willing to receive an annual influenza vaccination or provide a document for a medical exemption or a letter for religious exemption.
+ Must successfully pass a Tuberculosis (TB) test.
+ Must be available for call back to perform essential and/or emergency services without delay and/or without interruption.
+ Must be available for shift work.

Will be required to work various hours for coverage, weather related issues and essential/emergency services outside of normal business hours.
+ Use, Handling, or Exposure to hazardous materials – Explain: Proximity to moving, mechanical parts, Exposure to toxic or caustic chemicals., Exposure to electrical shock, and or working in high exposed places.
