<p><b>Job ID: 776597</b></p> <p><b>Business Systems Analyst/Programmer (776597)</b></p> <p><b>Location: Boise, ID</b></p> <p><b>Duration: 12+ months</b></p> <p><b>Client: </b><b>State of Idaho - DHW</b> </p> <p><b>100% remote</b></p> <p> </p> <p> </p> <p>Analyzes user requirements, procedures, and problems to automate processing or improve existing computer systems, requiring strong development skills to design, build, and implement effective technical solutions.</p> <p> </p> <p>This position will support and maintain existing Rhapsody, .NET-based applications and infrastructure, assist with troubleshooting and automation, and play a key role in planning and guiding a modernization effort for legacy systems.

The resource will also contribute to evaluating and recommending technologies and tools to support the modernization of our disease surveillance and data infrastructure.</p> <p>A <b>critical requirement</b> for this role is <b>strong experience with the Rhapsody Integration Engine</b>, as the contractor will be responsible for managing and enhancing public health data exchange workflows.

Familiarity with <b>Oracle PL/SQL</b> is a plus and will support data-related tasks but is not a primary focus of the role.</p> <p>The contractor must also be capable of supporting critical public health data exchange processes, including managing data flows between external organizations, DPH, and CDC; troubleshooting the NEDSS Base System (NBS); implementing upgrades and new modules; and maintaining ancillary systems and tools such as NBS Utilities and the ELR data store.</p> <p> </p> <p><b>Primary Responsibilities</b></p> <ul> <li>Support and troubleshoot existing .NET applications and Windows-based infrastructure</li> <li>Develop and maintain scripts and tools using PowerShell and SQL</li> <li>Assist in the planning and strategic direction of a modernization initiative involving legacy systems and data integration</li> <li>Evaluate and recommend modern technologies and tools to support disease surveillance and data infrastructure modernization</li> <li>Collaborate with internal teams to assess current architecture and recommend improvements</li> <li>Provide documentation and knowledge transfer to internal staff</li> </ul> <p><b>Public Health Data Exchange Responsibilities:</b></p> <ul> <li>Manage and optimize data exchange processes between external organizations, DPH, and CDC</li> <li>Configure, monitor, and troubleshoot interfaces using the <b>Rhapsody Integration Engine</b></li> <li>Maintain and enhance HL7 message routing, transformations, and mappings</li> <li>Troubleshoot and maintain the NEDSS Base System (NBS)</li> <li>Implement upgrades and new functionality/modules (e.g., pages)</li> <li>Maintain ancillary systems such as NBS Utilities and the ELR data store</li> </ul> <p><b>Required Skills</b></p> <ul> <li><b>Extensive experience with Rhapsody Integration Engine</b>, including interface development, message transformation, and troubleshooting</li> <li>Strong SQL development and troubleshooting skills</li> <li>Proficient in C# and .NET Framework</li> <li>Experience with Windows Server administration</li> <li>Familiarity with IIS (Internet Information Services)</li> <li>Power Shell scripting for automation and maintenance</li> <li>General Windows OS troubleshooting and support</li> <li>Ability to contribute to planning and architectural discussions for system modernization</li> <li>Experience evaluating and recommending modern technologies and tools for data systems</li> <li>Ability to support public health data exchange systems and workflows</li> </ul> <p><b>Nice to Have</b></p> <ul> <li><b>Experience with Oracle PL/SQL</b></li> <li>Familiarity with HL7 or FHIR standards</li> <li>Experienceusing TFS (Team Foundation Server)</li> <li>Knowledge of NBS/NEDSS systems and workflows</li> <li>Experience with SMTP and SFTP protocols</li> </ul> <ul> <li>Understanding of public health messaging vocabularies and clinical coding systems such as LOINC, SNOMED, and ICD-10-CM </li> </ul> <p> </p> <p>PREFERRED QUALIFICATIONS: Full-time professional work experience in IT.

Prior experience with various technologies and roles, including prior analysis, requirements gathering and formal modeling experience, but typically also has some prior experience in Programming languages.</p>
