Boston Public Schools seeks a Chief Operating Officer

REPORTS TO: Superintendent

Position Purpose

Boston Public Schools Operations comprises five different departments, in addition to general operations staffing and support, and accounts for more than a quarter of the school district’s $1.1 billion budget.

This position is a member of the Superintendent’s Executive Cabinet and in collaboration with this team, provides organizational leadership to ensure the implementation of the Superintendent and School Committee’s goals and academic priorities as well as the district’s strategic plan.

RESPONSIBILITIES 

  • Acts for the Superintendent in his/her absence and at various meetings, conferences, and functions as needed or required.
  • Models exemplary leadership strategies for department directors and other staff to emulate in promoting the continuous improvement of programs and services.
  • Plans, develops, directs, coordinates, and maintains an integrated operations program for the district to ensure the efficient delivery of effective services and programs
  • Provides overall supervision and advises the Superintendent and the School Committee on all activities of the Operations Division including, but not limited to, facilities management, operational planning, safety and security, transportation, technology, food services, capital projects, and general services issues.
  • Works with each office and department to develop, monitor, and assess short and long-term goals and performance measures.

  • Supervises the work of appropriate district-level administrators and evaluates their performance accordingly.
  • Develops, coordinates and presents the District’s five-year capital plan with input from District Leadership, including the Chief Financial Officer.
  • Oversees the development and implementation of long-range educational facilities plans and construction of district facilities.
  • Responds to and deals with emergency situations on behalf of the Superintendent.
  • Serves as liaison with business and community leaders to gain resources and develops recommendations for long-range educational and operational planning.
  • Oversees the development and implementation of all Operations Division initiatives and assures the integration of school, area, and central office systems.
  • Provides recommendations to the Superintendent concerning school closures during emergencies and/or inclement weather.
  • Serves as a representative of the Superintendent for various Board advisory committees.
  • Conduct meetings and support negotiations with multiple labor unions.
  • Performs related duties consistent with the scope and intent of the position.
  • QUALIFICATIONS- REQUIRED: 

    Education & Experience

  • Master’s degree in Management- or operations-related field.
  • Minimum of ten (10) years’ experience in business/operations management; with experience in operations and operational related functions, and in a supervisory capacity
  • Extensive work experience as an administrator in increasingly responsible leadership positions in the field of education, business, etc., within a large school system or other comparable entity/organization.
  • Demonstrated experience in providing operations and administrative support to schools/agencies and/or in developing appropriate recommendations to assure success for all students.
  • Demonstrated ability to work with diverse groups, and effectively communicate, both orally and in writing.
  • Experience managing against budgets, timelines, and other performance metrics required.
  • Familiarity with the operations of urban school districts required; familiarity with Boston Public Schools strongly preferred.
  • Proven personnel management skills, evidenced by leading small and large teams to success, as measured by key performance indicators or other metrics.
  • Demonstrated project management skills, including but not limited to the ability to create and manage self-directed projects, to devise and maintain project timelines, and to achieve desired outcomes on schedule.
  • Acute problem-solving skills, coupled with a deep understanding of the financial and/or operational implications of school district decision making.
  • Extensive community/public relations skills, particularly in school districts and/or other governmental settings.
  • Strong communications skills, including but not limited to: presentations to key stakeholders, staff performance/feedback conversations, meeting facilitation, and execution and delivery of written reports.
  • Demonstrated analytical ability, through the use of Microsoft Excel and/or other database platforms.
  • Proven ability to practice effective change management strategies in complex organizational systems.
  • Ability to work cross-functionally, across multiple teams and projects, while still achieving desired outcomes and meeting project timelines.
  • Ability to thrive in a high-pressure environment and to engage effectively with a wide range of internal and external stakeholders.
  • Current authorization to work in the United States - Candidates must have such authorization by their first day of employment 

    This position is subject to the City of Boston residency requirement.
