The State seeks ongoing production application support and small enhancements for its Claim Validation System (CVS) — the Prospective Payment System used by DMH.
Key requirements: General Requirements: resources only; no offshore labor.
Vendor to supply and maintain all required development licenses; State provides hardware and RDP/VDI access for off-site work.
Adhere to ITSD-DMH development standards (peer reviews, QA), security policies, and required trainings.
Vendor may exchange resources with State-approved resumes; no out-of-state travel required.
Vendor Minimum Experience: &Client; years maintaining PPS in a mental-healthcare setting.
Resource Experience (Working Team): &Client; years development in Visual Studio; C, CSS, HTML, Bootstrap, jQuery; SQL Server backend.
&Client; years with VSTS/Azure DevOps; &Client; year with .NET ; proficiency tuning SQL/C.
Strong analytical, communication, and time-management skills.
Performance Requirements: Issue resolution coordinated via Azure DevOps — daily status updates of tasks, hours, and remaining estimates.
Weekly status reports: detailed ADO ticket resolutions, root-cause, fix actions, and updated documentation.
Complete annual DMH online trainings and attestations.
Deliverables: Monthly Status Report (consolidating four weekly reports) with ADO issue-resolution documentation attached.
Approval via Project Deliverable Acceptance Form (PDAF) Submittal Requirement Location in SOW: Section (pp.
–) Completed SOW Document (Word): Vendor sections filled out and signed.
Deliverable Payment Milestones table.
Contracting Resource(s) Price Calculations table.
SOW Response (separate PDF): Project overview, organizational experience, and proposed resource roles/commitments.
Exhibit A: Approach & Methodology with high-level WBS, resource counts, state touchpoints.
Exhibit B: Personnel qualifications/biographies (≤ working-team members).
Exhibit C: One past-performance case study matching CVS support scope.
Exhibit D: Participation commitment (MBE/WBE/Blind/Sheltered/SDVE, if applicable).
Testing & implementation approach; security/compliance plan.
