The Connecticut Department of Energy and Environmental Protection (https://portal.ct.gov/DEEP) (DEEP) is hiring a Community Resource Hubs Senior Policy Advisor (https://www.jobapscloud.com/CT/specs/classspecdisplay.asp?ClassNumber=0415VR&R1=&R3=) for a durational position, based out of Hartford.

This position will develop policy advice to strengthen DEEP’s engagement and outreach with local rural and urban communities and coordination responsibilities for DEEP’s inaugural Community Resource Hubs.

An experienced policy advisor in this space would boost capacity, enhance effectiveness, and expand the agency’s ability to reach all residents.



This is a 40 hour position on a Monday-Friday schedule.

Hybrid work opportunities will be available.

This project will begin as soon as possible and will continue for three years, with the possibility of extension for a fourth year depending on the availability of funding.


POSITION DETAILS Environmental justice communities in Connecticut—urban neighborhoods and distressed rural areas—face heightened challenges such as air pollution, energy costs, limited green spaces, and climate vulnerabilities.

DEEP’s commitment to addressing these inequities is embedded in its statutory mandates and supported by numerous programs, including urban forestry, energy efficiency, climate resilience, broadband access, open space/park programs and clean transportation initiatives.

Community Resource Hubs is a new initiative that will expand the capacity of DEEP’s existing programs and support technical requirements for grants and programs aimed at EJ Communities which are recipients of program and financial benefits.

DEEP has been developing this pilot program since 2024 and worked with the public and relevant stakeholders to finalize a draft Request for Qualifications.

The official bidding process took place between January – March 2025.

An evaluation committee consisting of DEEP staff and one member of the CT Equity and Environmental Justice Advisory Council (CEEJAC).

DEEP is finalizing their selections and is hoping to launch at least two Hubs with contract negotiations taking place throughout Fall 2025 and an official launch aimed for Jan 2026.

Hubs will be responsible for any number of these services, such as facilitating community engagement on DEEP program design and policy development; education, marketing and outreach to increase enrollment and access to DEEP programs and funding.

DEEP has issued an RFQ for Community Based Organization vendors interested in acting in concert with DEEP as Hubs and has received five responses.

DEEP anticipates funding up to three hubs for a period of three years, with the possibility of extending, depending on funding availability.

This position would serve as the policy advisor around environmental justice community engagement and coordinator of Community Resource Hubs.

PURPOSE OF JOB CLASS (NATURE OF WORK)
In a state agency this class is accountable for making or conducting a special inquiry, investigation, examination or installation pursuant to Section 5-198(n) of the Connecticut General Statutes.


EXAMPLES OF DUTIES


+ Advising the Commissioner and other agency leadership on community engagement across DEEP’s programs;

+ Examining existing outreach and engagement strategies and developing new efficiencies and strategies that can be implemented through Hubs;

+ Advising Bureaus on community engagement strategies to meet programmatic target goals;

+ Developing and recommending evaluation metrics to measure DEEP’s effectiveness in community engagement;

+ Facilitating collaboration with state agencies and other key partners and organizations to facilitate outreach opportunities and collaboration on relevant programs and initiatives with Hubs;

+ Coordinating Community Resource Hubs including management of vendor contracts with Hubs; and

+ Developing semi-annual reports summarizing Hub learning and recommending strategies to further refine Hub implementation.




PREFERRED QUALIFICATIONS


+ Experience managing environment, climate, energy, or community development programs or projects;

+ Experience developing community engagement plans or programs;

+ Experience managing contracts, including invoicing, compliance, deliverable timelines, and evaluation metrics;

+ Experience developing, planning, and implementing workshops;

+ Experience with local, state, or federal program deployment, reporting, or administration;

+ Experience working with environmental justice communities including community-based organizations, neighborhood groups, or grassroots organizations;

+ Experience facilitating discussions with stakeholders including advocacy groups, elected officials, or the public.
