Job description

Summary Marine Corps Community Services (MCCS) is looking for the best and brightest to join our Team! MCCS is a comprehensive program that supports and enhances the quality of life for Marines, their families, and others in the Marine Corps Community.

We offer a team oriented environment comprised of military personnel, civilian employees, contractors and volunteers who keep the organization functioning smoothly and effectively.

Responsibilities Serves as a Contract Lifecycle Management System Administrator and procurement analyst for Non-Appropriated Fund (NAF) procurement actions at the Business and Support Services Division (MR) to support procurement operations.

Primarily assists the Procurement Policy and Systems Branch with implementing the enterprise-wide Contract Lifecycle Management (CLM) system and completing business objectives.

Manage the Contract Lifecycle Management system to support procurement operations from cradle to grave.

Is responsible for learning the systems and system interfaces to effectively and efficiently administer the Contract Lifecycle Management system.

Serves as the functional expert for procurement systems and is the system administrator for the Contract Lifecycle Management system.

Will serve as the central point of contact for the following, but not limited to: Performing systems administrative tasks including creating new user accounts, assigning appropriate roles, and developing controls.

Performing front-end configuration changes including clause contract templates, terms, reports, notifications, etc.

Providing guidance and training on system processes and functionality to ensure compliance with established procurement policy.

Ensuring data integrity and reliance.

Troubleshooting and resolving all system issues for end-users.

Developing and maintaining system issue logs.

Developing user-guides and other training materials.

Coordinating, conducting, or completing data calls and taskers.

Coordinating, reviewing, or completing system testing.

Collaborating with technical experts to develop system updates, modifications, and customizations to address system fixes, workarounds, and improve performance.

May perform administrative duties not limited to: Coordinating procurement policy questions.

Assisting with policy updates.

Facilitating procurement training.

Coordinating clause requests.

Processing warrant request.

Coordinating procurement management reviews.

Organizing office meetings.

Drafting memorandums and other correspondence following the Naval Correspondence Manual and supplemental guidance.

Record meeting minutes and action items.

May perform contract specialist duties not limited to: Performing pre-award, award, post-award tasks, and contract administration.

Serving as a Contracting Officer¿s Representative (COR) or alternate Serving as a role in the NAF Purchase Card Program, including but not limited to the alternate Purchase Card Program Manager.

Must effectively communicate, both orally and in writing, with a commitment to maintaining open lines of communication with peers, procurement personnel, and other departmental associates.

Keeps abreast of technological changes and innovations in the field.

Must be able to work independently and as part of a team Ensure work efforts conform to MCCS and DoD guidelines and security best practices.

Implement directives and high-level policy changes that impact agency technology resource requirements.

Provides World Class Customer Service with an emphasis on professionalism and courtesy.

Assists internal and external customers and communicates positively in a professional manner.

Ask questions to determine, verify and solve problems.

Checks for satisfaction with the quality of goods and services.

Take action to solve problems quickly.

Alert the higher-level supervisor or proper point of contact for help when problems arise.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Adheres to safety regulations and standards.

Use required safety equipment and observes safe work procedures.

Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

May travel to complete work assignments and conduct or attend conferences and meetings.

Performs other duties as assigned.

Requirements Conditions of Employment See Duties and Qualifications EVALUATIONS: Qualifications Three years of experience in the occupation, or a related field is required.

A bachelor¿s degree in contracting, acquisition planning, or a closely related field is preferred.

Ability to administer an enterprise-wide Contract Lifecycle Management system, recommending solutions to ensure compliance with established procedures and policies.

Experience in evaluating the effectiveness of government procurement systems.

Knowledge of procurement regulations, contract law, acquisition planning, negotiation techniques and Non-Appropriated Fund (NAF) experience preferred.

Knowledge of contract lifecycle management systems and their integration with federal and/or local procurement policies, procedures, and compliance frameworks.

Proficient in configuring, maintaining, and optimizing contract lifecycle management systems to support pre-award and post-award contracting activities, including solicitation, evaluation, award, and closeout.

Familiarity with various contract types, procurement strategies, and evaluation criteria to ensure system alignment with procurement planning and negotiation workflows.

Understanding of program objectives, procurement terminology, and the technical requirements for equipment, supplies, and services sufficient to support contract data integrity, reporting, and audit readiness.

Must have proficient computer skills including Microsoft Office applications to collect and manage data for analysis and reporting.

SQL experience preferred.
