Summary:
The Contract Manager / Principal is responsible for the overall performance, compliance, and delivery of all contractual requirements for the client's Java Ecosystems Software Maintenance and Support project.
This role serves as the primary liaison between the contractor's team and the Government's Contracting Officer (KO), Contracting Officer's Representative (COR), and Technical Points of Contact (TPOCs).
Key Responsibilities: Serve as primary point of contact with COR and KO; designate and manage alternate when absent.
Oversee project execution, schedule adherence, and deliverable quality in compliance with the Performance Work Statement (PWS) and Quality Assurance Surveillance Plan (QASP).
Lead post-award conferences, progress meetings, and periodic reviews per PWS Ensure all contractual, technical, and administrative requirements are met, including proper documentation, source code submissions, and adherence to government data rights.
Monitor and report project status, risks, and performance to ensure compliance with Acceptable Quality Levels (&Client;% AQL).
Coordinate staffing assignments, resource allocation, and QA/QC oversight across all technical tasks.
Required Skills & Qualifications: Minimum years' experience in federal contract management, preferably with Firm Fixed-Price software development projects.
Proven leadership and team coordination skills in technical project environments.
Knowledge of FAR/DFARS, client operations, and hydrologic/engineering mission contexts.
Strong communication and negotiation skills with government stakeholders.
