**Contracts Administrator - Utility Programs**

We have an opening for a **Contracts Administrator** to provide support for business proposals and contracts in our growing and dynamic Utility Programs & Services (UPS) division.

UPS focuses on delivering energy efficiency and electrification advisory programs for states, local municipalities, and utilities all over the nation.

This role is ideal for candidates with at least 2 years of experience who are looking to grow their skills in a collaborative, fast-paced environment, working closely with senior staff.

The ideal candidate will have a positive attitude, a keen eye for detail, be flexible, and have an aptitude to quickly learn in an exciting and challenging environment.

Experience with both commercial and public sector contracts is preferred.

This is a unique opportunity in which the candidate will have the opportunity to work with senior staff and develop the skills for continued growth.

**The position is located in Reston, VA, with a hybrid schedule working two days/week in the office.**

**Key Responsibilities:**

+ Accurately enter contract details into the Contract Management System for contract administration and support timekeeping.

Partner with Project Managers, Finance, and senior staff to resolve issues promptly
+ Manage contract documentation and compliance processes, ensuring records are complete and up to date
+ Support proposal preparation and contract reviews for state, local, and commercial (private sector) clients
+ Register and maintain client system records to support timely payment from clients
+ Review solicitations and contractual documents for consistency with corporate policy, pertinent regulations, and client requirements, in conjunction with Contract Managers
+ Provide guidance, with oversight from senior staff, to internal customers, ensuring compliance with RFP requirements while adhering to company policy and established practices
+ Review and negotiate Non-Disclosure Agreements, Memos of Understanding, and Teaming Agreements with input and oversight from senior staff
+ Develop strong relationships with internal and external customers
+ Support data calls, maintain compliance with SOX requirements, as well as other internal and external audit requirements on an ongoing basis
+ Ensure proactive maintenance of contracts documentation consistent with established ICF practices

**Basic requirements:**

+ Associate's degree
+ Minimum 2 years of experience in contracts administration with State & Local contracts
+ Experience with both commercial and public sector contracts is required
+ Proficiency with Microsoft Word, Excel, and Outlook

**Preferred experience:**

+ Working knowledge of AI tools, such as Copilot
+ Experience negotiating Non-Disclosure Agreements
+ Familiarity with Deltek systems
