Job description

Job Summary:

The role will be reporting to the Corporate Director of Contracts & Procurement.

The Contract/Subcontract Manager is responsible for activities that span the entire Prime Contract Procurement life cycle, including but not limited to: cradle to grave contract and subcontract administration with a focus on negotiation of terms and conditions and price of prime contracts and subcontracts agreements, assisting in proposal development activities, negotiating non-disclosure agreements (NDAs) and teaming agreements (TAs), preparation of solicitation packages to subcontractors, evaluation of subcontractor proposals, price analysis, negotiation of terms and conditions, subcontract administration, issue resolution, and closeout activities.

 

Job Duties/Responsibilities:

  • Conduct Cradle to Grave Prime Contract Administration including but not limited to review of Government solicitations and provide questions/risk assessment, participate in color reviews, submittal of proposal, main liaison for GTSC to Government Contracting Officer, review award, conduct day to day contracts administration and closeout.
  • Support Business Development Department in development of proposal(s).
  • Develop prime contract flow downs in a manner consistent with prime contract requirements and operational objectives.
  • Assist in constructing Procurement policies consistent with the requirements of a DCMA approved procurement system.
  • Negotiate NDAs and TAs.
  • Create moderate to complex RFP solicitations in accordance with Customer/Government and Company requirements.
  • Sources, solicits, and evaluates supplier proposal responses.
  • Conducts price and cost analysis.
  • Negotiates and administers subcontracts of various types and complexity.
  • Acts as primary interface between Contracting Officers and/or Subcontractors and the Company program personnel.
  • Regularly interacts with program management, contracts, finance, business development and with customers, as required.
  • Deal effectively with subcontractor management regarding prime contract and subcontract issues of varying degrees of complexity and the drive to work issues to resolution.
  • The job duties are flexible and subject to change depending upon operational needs.

 

Requirements:

  • Working knowledge of the FARs and DFARs
  • Working knowledge of CPSR compliance requirements
  • Successful track record of managing a variety of Prime & Subcontract of all types
  • Strong organizational, written and oral communication skills.
  • Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.
  • Ability to multi-task and work in a fast-paced environment.
  • Must be US Citizen.

 

Education & Experience:

  • Bachelor's degree in Business Administration or a related field with minimum 10-15 years of prior relevant experience
  • Prefer experience in contracting and subcontracting of services and related functions with particular emphasis on negotiation and contract and subcontracts administration in support of federal government contracts.
  • Successful track record of interfacing with internal external customers, other functional support staff, and suppliers.
