**About the Paid Leave Division:**
Paid Leave is a new program launching in 2026.

The program will provide partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.

We are building a program that will be easy for every Minnesotan to use.

We are engaging the people who depend on us—workers, employers, caregivers, and insurers—to learn from them and build the program around their needs.

We are using modern service delivery and product practices to deliver the program.

The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans.

It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.

**Position Purpose:**
This position is responsible for overseeing financial accounting and reporting for Minnesota’s Paid Leave program, serving as the program’s Controller.

The incumbent will lead a team working on the financial forecasting, planning, reporting and oversight of the Paid Leave Trust Fund, ensuring transparency, integrity, and compliance with state and federal fiscal requirements.

This includes overseeing fund accounting, daily and monthly cash reconciliation, collections for benefit and employer contributions and encumbrances for small employer grants.

This role will be responsible for completing the annual Paid Leave financial statements for inclusion in the Annual Comprehensive Financial Report (ACFR) in compliance with Governmental Accounting Standard Board (GASB) standards and Generally Accepted Accounting Principles (GAAP) in a timely manner to DEED’s Administrative and Financial Services (AFS) and Minnesota Management and Budget (MMB).

**Key Responsibilities Include:**

+ Oversees the receipt and reconciliation of employer premium collections and exemption application fees, ensuring accurate and timely recording in accounting systems.
+ Supervise overpayment recovery processes, including coordination with Accounts Payable (AP) and collection of funds.
+ Collaborate closely with the Payments Supervisor (AP) to ensure integrated financial oversight, reconciliation accuracy, and consistent application of internal controls across all payment and receivable streams.
+ Coordinate and prepare annual financial reporting in coordination with AFS and MMB, consolidating data across AP and Accounts Receivable (AR) functions.
+ Manage seasonal employer designation workflows and ensure correct status for contribution requirements.
+ Lead reconciliation of incoming payments, fee collections, and employer underpayments, ensuring accuracy and accountability.
+ Support reporting, audit preparation, and internal control improvements related to accounts receivable functions.
+ Supervise and develop staff responsible for AR analysis, collections, and employer services.

This position will be based out of the St. Paul office.

This position is telework (https://mn.gov/mmb-stat/policies/1422-telework.pdf) eligible.

Staff are provided with the tools and equipment to be successful in a virtual work environment.

**Minimum Qualifications**

**Please ensure that your resume clearly describes your experience in the areas listed and indicates the beginning and ending month and year for each job held.

Four (4) years of experience performing financial accounting or cash management, with increasing levels of responsibility.

AND

Experience leading a team of finance professionals, including assigning work, providing guidance, and evaluating performance.

Applicants that meet the above minimum qualification will be further evaluated on the following:

+ Experience interpreting and applying financial policies or statutory funding requirements.
+ Experience leading a team with the following responsibilities: forecasting, financial reporting, fund management or financial analysis.
+ Experience leading in a financial Controller role or similar roles as determined by the agency.

**Preferred Qualifications**

+ Bachelor’s degree in accounting, business administration, finance, public administration or other closely related field as determined by the agency.
+ Experience in a public sector or government setting serving as a Cash Manager, Finance Manager, or similar financial leadership role.
+ Experience with Minnesota’s StateWide Integrated Financial Tools (SWIFT) financial system or equivalent state accounting and reporting platforms used in public sector operations.
+ Experience preparing for audits and coordinating with oversight bodies such as AFS and MMB.
+ Experience designing and implementing internal controls in a new or evolving program.
+ Skill in using Microsoft Excel to manage financial data and generate reports, with familiarity in tools that support data analysis and operational tracking
