Colorado Department of Education – What We Do
The Colorado Department of Education (CDE) provides leadership, resources, support, and accountability to the state's 178 school districts, 1,888 schools, over 53,000 teachers, and over 3,200 administrators to help them build capacity to meet the needs of the state's approximately 905,000 public school students.

In addition, CDE provides structural and administrative support to the Colorado School for the Deaf and the Blind and the Charter School Institute.

As the administrative arm of the State Board of Education (https://www.cde.state.co.us/cdeboard) , CDE is responsible for implementing state and federal education laws, disbursing state and federal funds, holding schools and districts accountable for performance, licensing all educators, and providing public transparency of performance and financial data.

Description of Job

Work Environment:

This position is Full-time, is Hybrid (Remote/Home Office w/requirement to report to Work location per business needs)


+ Office hours are typically Mon-Fri, 8 am-5 pm

+ Extended hours during the evening or the weekend may be required by business needs

+ 20% Travel Within State of Colorado, including some overnights

+ A Remote (Home) office is required

+ Required to report to the work location per business needs

+ LIGHT/Office environment:

+ Required to sit, view a computer screen, and utilize a keyboard and mouse for extended periods of time

+ May be required to lift and move up to 10 lbs of force frequently or 20 lbs occasionally

+ Required lifting, bending, stooping, pushing, walking, etc.

+ Light work usually requires walking or standing to a significant degree


+ DL Required: Required to safely operate a motor vehicle (OR State of Colorado Fleet motor vehicle/Colorado DL required) to complete travel requirements.

(For positions with extensive travel that cannot be completed by public transportation or Lift/Uber--this is a terminable condition of employment)



Position Summary:
The Director of Accountability Analytics will direct the Colorado Department of Education's cornerstone of the state's accountability system – the district and school performance plan assignments.

This entails ensuring that there is a valid evaluation of sites’ performance, while also creating an atmosphere of transparency and responsiveness.

The position will lead the integration of relevant changes from HB25-1278 into the frameworks.

This means producing frameworks under current practices for 2025 frameworks and 2026 frameworks, while working on systems to integrate the new frameworks changes for 2027 frameworks (e.g., identify data sources, work with stakeholders, ensure technical systems are built).

The Director will focus on maintaining a reliable accountability system in Colorado that contributes to state level coherence and provides meaningful information at the local levels.

The Director will participate in strengthening and enhancing the state's full accountability and continuous improvement system which includes reporting, improvement planning, awards, accreditation and stakeholder engagement.

This work involves collaborating on cross-department activities, such as building and maintaining data tools and visualizations (e.g., the school and district dashboards), leading analysis on accountability-related topics, and leveraging external expert partnerships to conduct research.

The position works across the department in collaborative relationships with many offices, but especially with Assessment, Information Management, Improvement Planning, School and District Transformation, Federal Programs and Communications.

This position will supervise staff.
The final salary is anticipated to fall within the posted salary range, however could be higher or lower depending on the knowledge, skills, abilities, and other qualifications of the preferred candidate while considering internal equity.

Major Duties and Responsibilities:

Oversight of the Accountability Analytics Office
•Supervise a team of 3-4 analysts that have deep analytical knowledge and training.
•Provide vision and strategy, in alignment with department leadership, to produce meaningful annual evaluations of schools and districts (performance frameworks) that are nested within the larger accountability system.


•Partner with the team, other CDE offices, the education field and the public to gather feedback to ensure coherence across the accountability system and continually improve the system.
•Act as the department authority on the performance frameworks and its components in support of policymakers (e.g., state board of education, legislators).
•Lead efforts to translate changes in statute, board rule and policies to practice within the scope of the team's work.

Contribute to statewide efforts to operationalize performance framework-related initiatives (e.g., HB25-1278).
•Manage the office budget in service of the team's responsibilities.

This includes managing several large state and and national partner contracts to deepen the team's research and analytical capacity.

State Accountability Data Reporting & Evaluation
•Ensure the successful fulfillment of legislative requirements related to the annual reporting of state accountability data, including:
a.

School and District Performance Framework (SPFs and DPFs)
b.

Alternative Education Campus (AEC) SPF
•Ensure data accuracy and integrity by managing validation procedures in collaboration with internal teams in the unit and across the department (e.g., Assessment, IMS, Communications).
•Lead the development of comprehensive accountability reporting, data analysis and evaluation projects.
•Ensure team participation on the development and administration of other data reports (e.g., statewide needs assessment, online frameworks, school & district dashboards, data explorer tool, statewide analysis).


•Manage accountability data evaluation contracts and technical support for accountability reports (e.g., legislated reports, grant reports, stakeholder input reports), ensuring high-quality and timely deliverables.

Stakeholder Engagement & Accountability Communication
•Work with partner offices to develop and use protocols to gather input and feedback from external stakeholders (e.g., advisory groups, district leaders, building leaders, education associations, advocacy groups, community members, policymakers), state board and CDE staff to enhance the user experience and functionality of reports.
•Contribute and review the development of accountability resources, training, technical assistance, and communication regarding state accountability policies, data trends, and best practices, in partnership with stakeholder groups (e.g., districts, BOCES, schools, advisory groups) and other staff across the unit and division.

Accreditation and Accountability Collections
•Support implementation of accountability-related work led by other offices in alignment with state legislation and state board rule, including:
a.

School and district accreditation process,
b.

Request to reconsider,
c.

AEC designation and optional measures collections.


•Direct technical assistance and support to schools and districts (e.g., develop communications and guidance documents) and coordinate decision-making criteria with senior leadership.



Unit Collaboration & Additional Responsibilities
•Support to other offices within the unit as needed.
•Complete other duties as assigned.



Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUMEDUCATION ANDEXPERIENCE REQUIREMENTS:
•Bachelor's degree or higher in education, public policy, psychology, statistics, sociology, or related field with 5 years experience in education or related field analyzing, designing, and implementing data reports and tools.
OR
•Master's degree or higher in education, public policy, psychology, statistics, sociology, or related field with at least 2 years experience in education or related field analyzing, designing, and implementing data reports and tools.

Qualifications for success:
• Commitment to access and opportunity to effective education for all students.

Ability to articulate the role assessment and accountability can serve in illuminating achievement disparities across educational entities
• Experience with and understanding of the unique strengths and needs of diverse communities (rural, urban and suburban) and students, including students of poverty, students with disabilities, and students whose primary or home language is not English.
• Ability to articulate personal knowledge of critical components and issues related to the implementation of state accountability systems.


•At least 2 years experience supervising professional staff in education or a related field.
•Strong understanding of Colorado accountability system and the data and reporting landscape.
• Demonstrated experience in educational policy/leadership.

Solid foundation in the legal and technical requirements for implementing a state accountability system.
•Experience analyzing, designing, and implementing data structures necessary to support operational systems.
•Experience with managing educational data, preferably Colorado's data system.
•Knowledge of school/district organization and practice.

Knowledge of state organization and practice preferred.
•Program management and ability to implement a work plan including related communication and collaboration.
•Strong written, verbal, and presentation skills.
•Ability to work effectively with diverse stakeholders.
•Advanced Tableau or data visualization skill, and ability to work across a variety of web based tools (e.g. Salesforce).
•Familiarity with using databases (e.g., SQL, TOAD) and statistical software (e.g., SPSS, R).


•Advanced proficiency with Microsoft Word, PowerPoint, and Excel.


+ Ability and willingness to travel
