Position Description

Under general supervision, the Educator Preparation Program Manager provides administrative and budgetary oversight for state-appropriated programs for the Colorado Department of Higher Education.

The Educator Preparation Program Manager engages in frequent communication with relevant stakeholders, provides technical assistance and expertise as needed, ensures alignment of budget allocations and spending, and completes statutorily required reporting.

Scope of Responsibilities
The Educator Preparation Program Manager is responsible for the Rural Teacher Recruitment, Retention and Professional Development Programs and the Growing Great Teachers Mentor Grants for the Department of Higher Education.

The Educator Preparation Program Manager, under the leadership of the Director of Educator Pathways and Workforce Policy, will continue these programs under state and federal guidelines, and maintain the day-to-day operations of the programs.


Description of Job

Job Duties

The duties listed below reflect the different types of work that may be performed.

+ Calculate and maintain annual budgets for both programs according to state statute and stakeholder feedback

+ Review and approve rural stipend applicants for payment in a timely manner and communicate with accounting staff to disburse funds

+ Engage Colorado Center for Rural Education staff regularly to ensure timely accounting of spending and remaining annual funds

+ Serve as CDHE representative on the Colorado Center for Rural Education’s Advisory Council and Partner Committee

+ Serve as the liaison to the Colorado Center for Rural Education, currently housed at the University of Northern Colorado

+ Lead and provide technical assistance to Colorado Center for Rural Education and educator preparation program partners for multiple programs

+ Receive and review the Center for Rural Education’s annual report and make annual budget and policy recommendations accordingly

+ Receive annual Teacher Mentor Grant reports and compile, review, forward and publish the annual Growing Great Teachers Mentor Grant legislative report in cooperation with the Director of Educator Pathways and Workforce Policy

+ Update annual Teacher Mentor Grant application for distribution to eligible educator preparation programs and, upon receipt of annual proposals, coordinate review against statutory program requirements

+ Create annual Teacher Mentor Grant budgets and statements of work, organize contractual language and documents for applicable signatures, and coordinate invoicing and payments of grant funds with institutional staff

+ Engage Teacher Mentor Grant programs in regular correspondence to ensure continuous improvement and alignment to annual agreements

+ Ensure that communications about these programs, their eligibility requirements, and their outcomes are updated and shared in a timely manner with partners and in CDHE communications

+ Other duties as assigned

Qualifications
Education and Experience

Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying.

A typical way to obtain the knowledge and abilities would be:
Education:
Associates degree or certification from an accredited University or College in education, early childhood education, public policy, business administration, higher education, management or closely related field.

Substitution: Three (3) years of experience in a related field can replace the education requirement of an associate’s degree.


Experience:
Two (2) plus years of experience in the following areas:

+ Program development and implementation

+ State government, higher education, or scholarship program coordination/management

+ Program budgeting

Licenses and Certifications:

+ NA

Preferred Qualifications
Education:
Bachelor’s degree from an accredited university or college in education

Experience:

Two (2) plus years of experience in the following areas:

+ Program Launch

+ Experience with compliance to federal statute 2 CFR 200

Knowledge of:

+ Standard office practices, procedures, software and equipment, including the use of personal computers, telephones, Zoom, and Microsoft Office (Excel, Word, Power Point, Outlook, and Teams)

+ State statutes, rules and regulations, policies, procedures, and guidelines

Ability to:

+ Work effectively in both independent and team situations

+ Manage sensitive issues and confidential information

+ Think critically and apply reasoning and analysis

+ Take the initiative to solve problems in an innovative manner

+ Communicate effectively and timely, both written and verbally

+ Employ attention to technical detail and accuracy

+ Apply time management skills to prioritize work

+ Establish and maintain relationships with internal/external stakeholders

+ Provide excellent customer service

Typical Working Conditions

+ The employee typically works in a standard office environment where the noise level is moderate, and the office has controlled temperatures.

Works a 40-hour work week, either remotely, hybrid, or in-office, depending on the arrangement met during employment with the supervisor during normal office hours of Monday– Friday 8:00 am – 5:00 pm.

+ Job duties may occasionally require working extended hours or hours outside of the regular schedule.

+ The position may require periodic in-state and out-of-state travel requiring occasional overnight stays.

The position requires the ability to travel independently throughout the state.
