POSITION RESPONSIBILITIES
Note: All official drafts, documents and recommendations, as listed below, must be reviewed, finalized and approved / accepted by appropriate BPA manager or other federal personnel with the authority to do so.
Serve as an Electrical Design Engineer on multiple BPA manager-assigned projects in collaboration with senior management, Asset Management, the Project Definition Team (PDT), Project Engineering, high voltage Engineers, Environmental and Cultural Resources, Real Property Management and other Subject Matter Experts (SMEs) and representatives from across BPA, providing expert electrical design engineering guidance, including:
Receive and review preliminary project documentation, such as the Concept Design Document (CDD), the Asset Plan Item (API) document, and other associated documents; validate Bundle ID's; and obtain project Work Orders (WOs) as appropriate per established process.
Collaborate with applicable Project Manager to set the design due date.
Should project schedule slip, alert the Project Manager and review / revise design due date.
Obtain all appropriate approvals required for schedule (or funding or scope) changes required for the project.
Meet, collaborate, communicate and work closely with the assigned Project Engineer (PE) as needed.
Review project SharePoint site to verify complete and accurate documentation; escalate concerns with missing or inaccurate site or data as per procedure.
Arrange, coordinate, and facilitate multiple meetings, including with the design project team, decision making teams, status update meetings, etc.
This also includes project "kick-off meetings in collaboration with the assigned PM.
Project kick-off meetings are attended by project sponsors, stakeholders, and partners.
Utilize key stakeholders to validate approval/buy in of project plans.
Coordinate with the PE to facilitate and lead the technical aspects of design kick-off meetings.
Provide background information, technical input, options and recommendations that facilitate project decision-making.
This may include, at management request, arranging, attending and facilitating decision-making sessions/meetings with BPA management, executives and key stakeholders, including, drafting agendas, answering technical questions, and presenting information, options and recommendations for decision-maker consideration.
These decision-making sessions include the "Stage Gate 3 Review with the PDT and meeting with the Construction Contract Decision Team (CCDT) leading to the Stage Gate 4 authorization for construction.
Arrange, coordinate and facilitate site visit(s) for the project design team and other essential personnel, which may include the Asset Manager, Customer Service Engineer (CSE), execution project PM, Planning, the design team, and as many local field personnel as can be logistically arranged.
This work may include drafting the agenda, arranging travel and logistics, communication and coordination, possible overnight accommodations, introductions, facilitating the walkthrough, note and picture taking, etc.
with all available parties and as much field representation as possible.
Facilitate regular design team meetings and coordinate activities of sub-teams and other technical resources.
Project design teams should not only include the requested resources assigned, but may also include the Asset Manager, assigned PM the pertinent CSE and appropriate technical or field personnel.
Meeting arrangements may include room reservations, carpooling needs, and amenities, such as Skype, Phone Bridge, A/V equipment, and other meeting tools and considerations.
Create / draft routine project documents, presentations, and communication, including meeting agendas, meeting notes, status reports, corrective action / issue / risk obstacles and mitigation recommendations, procedurally required project documentation, specifications and requirements, etc.; timely distribution of project communications and meeting notes; and project status reports and presentations as requested.
Provide recommendations to the assigned PM and project team regarding project expectations, approach, roadmaps, schedule, scope, work plans, deliverables and goals, etc.
Facilitate, assist and shepherd the project design team members through completion of the project design, collaborate with other design groups for non-electrical design elements; work with BPA's Drawing Distribution to ensure all drawings, designs, and documentation are distributed for Construction.
Create technical electrical designs and standards for substation projects such as reactor groups, capacitor groups, station service overhauls, power transformer replacements, power circuit breaker replacements, fiber optic cabling, motor operated disconnects, SER, SCADA, relaying, metering, DFRs and RAS.
Review and comment on technical electrical designs of substation projects submitted for review by engineering firms contracted to provide drawings to BPA.
These reviews would include projects such as reactor groups, capacitor groups, station service overhauls, power transformer replacements, power circuit breaker replacements, fiber optic cabling, motor operated disconnects, SER, SCADA, relaying, metering, DFRs and RAS.
Interact and collaborate with external stakeholders, often navigating complex business relationships.
Verify Project Requirement Diagrams (PRDs) and necessary planning information is considered when developing the project designs and specifications.
Conduct appropriate review of Stage Gate 3 estimates, this may include distributing design information to other design project team members for their input.
Alert and escalate any concerns and comments to the assigned estimator if any scope of the design is not included in the Stage Gate 3 estimates.
Attend, participate and present any project overview documentation in coordination with the PM when decisions regarding the approval funding of the project work are required by Executive BPA committees.
Serve as point of contact for the assigned PM and project team, providing technical input and recommendations, developing and/or reviewing Statements of Work (SOWs), coordinating technical SME communication and other technical / electrical engineering support.
This may include attending project team meetings throughout the life cycle of the project as requested.
Provide or coordinate with SMEs to provide technical support as needed throughout the design and construction support phases.
Draft any necessary or requested reports, which may include a "lessons-learned exercise.
Complete and facilitate technical design efforts for high voltage (69kV-500kV) substation projects including new greenfield substations, bay additions, bay modifications, transmission line re-terminations, bus replacements and re-routes, and high voltage equipment replacements.
Create, revise, enhance and review engineering standards to support substation design and engineering.
Facilitate planning, engineering and design efforts for installation of substation equipment and other electrical systems in BPA substations.
Serve as technical liaison during design phase verifying that the completed design meets all requirements stipulated by BPA's planning organization and that were planned for during the scoping phase.
Help resolve any differences between design and original plan and/or scope; provide technical review and input during design phase.
Serve as technical liaison during construction phase verify that completed project is installed per design and/or original scope.
Help resolve any differences between construction and design teams; provides technical review and leadership during construction, in conjunction with the construction manager.
Provide input and recommendations for engineering requirements and technical design parameters in the development of substation equipment and facilities, while verifying they meet all functional, operational, maintenance, reliability, and safety requirements.
Coordinate with BPA internal and external technicians to facilitate the completion and issuance of design specifications and completed designs on schedule.
Make recommendations on the application of the National Electrical Code, the National Electrical Safety Code, and North American Electric Reliability Corporation critical infrastructure protection (NERC CIP) to substation work and other related projects.
Select and apply the appropriate quantitative analytical techniques to model and analyze the effects of Substation Design strategies.
Coordinate and facilitate planning and organization of substation design projects including troubleshooting design problems, resolving problems, and recommending appropriate design methods.
Perform print verification and project planning in BPA energized substations, including the examination of open cabinets in substations, while verifying that the minimum approach distance for the appropriate voltage is always adhered to.
This position may require multiple site visits to existing BPA substations and proposed substation sites while unescorted (voltages in substations can range from 120 volts to 500,000 volts) to verify design prints, meet with electricians or for on-site coordination and other construction meetings.
May serve as escort to BPA employees and contractors that do not hold permits for access to BPA substations.
May provide technical expertise to assist in scoping substation projects in one or more areas including, but not limited to, outdoor design, high voltage equipment applications and specifications, data systems, RAS, and protection and control.
REQUIREMENTS
Education & Corresponding Experience (required on matrix)
A Bachelor's Degree in Electrical Engineering or other closely related Engineering field is required.
With an applicable Bachelor's degree, 10 years of experience is required.
Experience should include engineering design development closely related to some or all the following (High Voltage Substation, Telecommunication system or high voltage transmission line systems).
Required Technical Skills & Experience (required on matrix)
3 years working knowledge of High voltage systems, System Control, Communications, Relay planning, functional and technical specifications in a typical electric power system.

Valid U.S. Driver's License is required.
