ENGINEERING/GIS TECHNICIAN

This position performs technical duties in support for the city’s engineering, planning, and utility functions.
Main responsibilities include using computer software for infrastructure mapping and management of the city’s mapping dataset.
These duties may include compiling construction/survey files for city projects in AutoCAD; operating a computer work station with specialized software programs to create and maintain the city’s mapping dataset; drafting official city maps of platted distances, electric distribution system, water distribution system, sanitary sewer system, storm sewer system, street grades, addresses, easements, etc.; providing maps for SD Onecall; creating and maintaining the city’s Geographic Information System (GIS) database; creating parcel boundary information linked with the Hughes County parcel database; integrating AutoCad and GPS information into the ESRI platform to create customer maps for use by city staff; providing support to city staff in the use of GIS information; and performing plan reviews of new subdivisions, plats, and land developments; preparing legal descriptions, petitions, easements, and vacations.

JOB SUMMARY
This position performs GIS and technical engineering support duties related to the city’s engineering, planning, and utility functions.
Main responsibilities include using computer software for infrastructure mapping and managing the city’s mapping dataset.
MAJOR DUTIES

The City Engineer assigns work in terms of very general instructions.
The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results.
GUIDELINES
Guidelines include city ordinances, state specifications, building and plumbing codes, architectural standards, and city and department policies and procedures.
These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied technical duties.
The variety and numbers of projects combined with the need for accuracy contributes to the complexity of the work.The purpose of this position is to provide support for the city’s GIS and engineering functions.
Successful performance contributes to the maintenance of accurate GIS data and to the design and construction of city infrastructure.CONTACTS

MINIMUM QUALIFICATIONS
Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field.Sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with the completion of an apprenticeship/internship or having had a similar position for one to two years.Possession of or ability to readily obtain a valid driver’s license issued by the State of South Dakota for the type of vehicle or equipment operated.Qualifications
Applicants must have knowledge of Microsoft Office, degree (or equivalent experience) in GIS or CAD based drafting, excellent oral and written communications skills, and proven experience in providing customer service.
Experience with surveying and knowledge of civil engineering design principles and practices preferred.
