Job Description

Basic Purpose

Serves as the Oklahoma Military Department (OMD) Agency Cultural Resource Manager (CRM) and Agency Tribal Liaison.

Supports and manages the Cultural/Historical Resources Program.

Maintains the Integrated Cultural Resources Management Plan (ICRMP).

Coordinates activities for the monitoring of archaeological sites, identification and evaluation of historic structures, and traditional cultural properties.

Performs National Historic Preservation Act (NHPA) (Section 106/110) coordination in conjunction with identified stakeholders.

Performs design review on OMD construction plans for compliance with all cultural/ historical laws, regulations, and executive orders.

Typical Functions

  • With direction and guidance from the state Deputy Environmental Program Manager and federal Environmental Program Manager, manages the Cultural Resources Program.

  • Coordinates with Oklahoma State Historic Preservation Office (SHPO) and Oklahoma Archeological Survey (OAS) on state/federal projects requiring NHPA, Section 106/110 review.

    ·

  • Acts as the Agency Tribal Liaison on Native American Consultation requirements.

    ·

  • Works in conjunction with the National Environmental Policy Act (NEPA) Manager in support of proposed agency actions and federal undertakings.

    ·

  • Manages and maintains the Integrated Cultural Resources Management Plan.

    ·

  • Provides technical oversight for cultural resources management to Environmental Staff at Camp Gruber Training Center (CGTC).

    ·

  • Prepares and reviews complex reports, project plans, applications and other materials prepared by professional consultants and others.

    ·

  • Conducts archival and field research.

    ·

  • Conduct basic archaeological surveys and monitor projects involving ground disturbance as needed to meet SHPO, OAS and Tribal requirements.

    · Develops strategies for the preservation and management of archaeological and historic properties at facilities across the state.

  • Develops scopes of work for the procurement of professional services and monitors contract performance for a major division program.

    ·

  • Develops and delivers presentations to professional organizations, other government agencies, and the general public on major division programs and a variety of topics related to the preservation of archeological and historic resources.

    ·

  • Maintains logs, files and other records related to a major division program.

    ·

  • Perform the duties of Environmental Coordinator (EC) for specific facilities and is the point of contact for all environmental issues at the assigned facilities.

    Address all compliance, pollution prevention, and cultural resource program issues and provide continuous relevant and up to date environmental training to OMD and OKARNG personnel.

    This is the basic management level of this job family where employees are typically responsible for planning, organizing and supervising the activities of a division of limited to moderate size or scope or a section of a large division involved in the enforcement of state laws and regulations pertaining to the protection of the environment, public health, water resources, or other environmental concerns.

    Some positions may have responsibility assigned for planning, organizing and supervising a statewide environmental program or project, or for directing environmental programs for a district or area of the state.

    This includes developing and enforcing compliance standards, initiating investigations, directing enforcement proceedings, and conducting public hearings and meetings related to the program assigned.

    At this level, employees will provide administrative supervision and technical guidance to a staff of professional and technical personnel.

    Education and Experience

    A bachelor’s degree in archaeology, architectural history, or historic preservation and four years of full-time professional level experience in related research, project administration or management is required.

    Master’s Degree in Archaeology with one year of experience is preferred.

    Knowledge, Skills, Abilities and Competencies

    Knowledge of the Secretary of the Interior’s Standards and Guidelines for Archeology and Historic Preservation; of Oklahoma’s prehistory, history, architectural history; of standard historical research methods; and of the principles of cultural resource management; and of the National Historic Preservation Act and its related programs.

    Ability is required to communicate effectively, both orally and in writing; to train and supervise others on cultural resource related tasks; to organize and analyze sets of complex data; and to manage several projects/activities and meeting mandated deadlines.

    Special Requirements

    Applicant must be willing and able to fulfill all job-related travel normally associated with this position.

    Some travel out of state for up to one week to attend training will be required.

    Travel within the state is often required for up to one week, specifically to Camp Gruber Training Center, Braggs, OK.

    This position requires a state issued driver’s license and the ability to operate a state vehicle and occasionally drive long distances.

    Physical Requirements: 

  • Sitting for long periods of time

  • Use computers, cameras and other IT equipment.

  • Long periods of standing and walking indoors and outdoors, must be able to walk over rough terrain, bend, kneel and lift up to 15 lbs.

  • Able to climb stairs and ladders

  • ·Working in conditions of both high and low temperatures

    ·The work involves regular and recurring exposure to moderate risks or discomforts that require special safety precautions (e.g., working at a storage, disposal, or spill site where there is risk of exposure to pesticides, hazardous chemicals, or other pollutants) and may require the use of protective clothing and/or gear as necessary.

    ·This position requires a state issued driver’s license and the ability to operate a state vehicle.

    Conditions of Employment:

  • This is a federal position which is contingent on continuous federal funding
