“Open to candidates who are permanent Administrative Staff Analyst and comparable civil service title of Administrative Director of Social Services, Administrative Community Relations Specialist, and Health Services Manager”-Non-Managerial.



The Center for Population Health Data Science (CPHDS)- launched in October of 2023- aims to catalyze critical data modernization work and enable the agency to make progress toward linking public health, healthcare, and social service for timely and effective public action.

We are working towards making these data more accessible, timely, equitable, meaningfully usable, and protected and actively used to protect and promote the health and wellbeing of New Yorkers.

We aim to strengthen agency wide data capabilities by empowering our workforce, enhancing intra- and inter-agency data sharing, and using modern technology to yield trusted and integrated data and insights.

A real-time and comprehensive view of city needs is needed to enhance public health actions and improve health outcomes for the most vulnerable New Yorkers.



DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Leadership and Organizational Development- -

- Build and lead a high-performing team across multiple functional areas, fostering a culture of collaboration, transparency, innovation, and accountability.

- Drive efforts to enhance data literacy and data-driven decision-making across the organization.


- Advocate for partnerships, resources, and policies that advance and modernize the role of data in public health strategy and operations.



Strategic Alignment with Data Engineering and Management:

- Collaborate closely with the Executive Director of the Office of Data Engineering and Management to ensure an aligned vision and seamless coordination between data infrastructure and data strategy.

- Provide strategic input to ensure that technical data solutions support key public health priorities and organizational objectives.

- Ensure data governance, interoperability, and partnership efforts are aligned with the enterprise data platform's capabilities and roadmap.


Data Strategy and Governance-
- Collaborate with CPHDS and Agency leadership to develop and implement a comprehensive data strategy that aligns with public health priorities and organizational goals.


- Oversee the agency-wide data governance initiatives, ensuring responsible data stewardship, compliance with regulatory frameworks, ethical use of data, and increased use of data for public health advancement.

- Establish policies, processes, and frameworks for data access, sharing, interoperability, and security.



External and Internal Relationships-

- Support the Center build and sustain strategic partnerships with other government agencies, academic institutions, private sector entities, and community organizations to enhance data-sharing opportunities and interoperability.


- Represent the organization in interagency data initiatives, advisory groups, and public forums.



Operationalize frameworks for data use agreements and governance structures that facilitate ethical and efficient data use across the agency and collaborations with external partners.



Capability Development for the Bureau-

- Guide capability development in advanced analytics ensuring capabilities are aligned with organization needs and data strategy.


- Promote and support the implementation of predictive and prescriptive analytics to enhance and expand public health activities across individual, community, organizational, and policy focus areas.


- Support development of a digital data transformation workgroup and processes to unify how the agency shares data and insights digitally.



PREFERRED SKILLS:
- Proven leadership experience in data strategy, data governance, analytics, or a related field, preferably in a public health, government, or research setting.
- Strong understanding of data governance, privacy laws, and ethical considerations in data use.
- Experience managing data partnerships, external collaborations, and stakeholder engagement.
- Familiarity with enterprise data platforms, cloud technologies, and digital transformation initiatives.
- Excellent communication and leadership skills, with the ability to navigate complex organizational structures and align diverse stakeholders.

ADMINISTRATIVE STAFF ANALYST - 1002E

Qualifications

1.

A master's degree from an accredited college in economics, finance, accounting, business or public administration, human resources management, management science, operations research, organizational behavior, industrial psychology, statistics, personnel administration, labor relations, psychology, sociology, human resources development, political science, urban studies or a closely related field, and two years of satisfactory full-time professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration, accounting, economic or financial administration, or fiscal or economic research; in management or methods analysis, operations research, organizational research or program evaluation; in personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management; or in a related area.

18 months of this experience must have been in an executive, managerial, administrative or supervisory capacity.

Supervision must have included supervising staff performing professional work in the areas described above; or

2.

A baccalaureate degree from an accredited college and four years of professional experience in the areas described in 1 above, including the 18 months of executive, managerial, administrative or supervisory experience, as described in 1 above.
