Position Summary:
Florida Atlantic University is seeking an Export Control and Research Security Officer - Boca Raton, FL.
Reporting to the Associate Vice President, Research Integrity within the University’s Division of Research (DoR), the Research Security and Export Control Officer plays a critical role in the administration of the university’s Research Security program and Export Control oversight.
The Export Control and Research Security Officer supports compliance with U.S. laws and federal research sponsor requirements related to export controls, foreign influence, research integrity, and the protection of Controlled Unclassified Information (CUI).
Key duties include training and awareness, proposal and contract review, risk assessments, support for international collaborations, and coordination with federal agencies and internal stakeholders to protect the university’s research enterprise.
This position will provide support to FAU’s Division of Research and act as liaison between the Central Compliance Office, DoR, the Office of the General Counsel, and other University units concerning research-related, foreign influence, research security, and related compliance matters.
Responsibilities:
+ Serve as the university’s Export Control Officer, overseeing compliance with the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR), and related U.S. laws and regulations and advising on foreign researcher screenings and travel reviews.
+ Develop, implement, and maintain export control and research security policies, procedures, and guidelines, including communication strategies and compliance documentation.
+ Review research projects, international collaborations, contracts, and proposals to assess export control implications, determine classification and licensing requirements, and ensure compliance with sponsor and federal agency mandates.
+ Conduct export control risk assessments, internal audits, and compliance reviews; recommend corrective actions and monitor resolution of any identified issues.
+ Monitor and interpret changes in export control regulations, foreign influence policies (e.g., NSPM-33, CHIPS and Science Act), and agency guidance; advise university stakeholders on implications for research activities.
+ Support the development, implementation, and monitoring of security measures for Controlled Unclassified Information (CUI) to ensure compliance with federal requirements such as NIST SP 800-171 and DFARS, in coordination with the Office of Information Technology.
+ Provide guidance and training to faculty, staff, researchers, and administrators on export control obligations, research security protocols, and foreign engagement risks.
+ Advise on the vetting of foreign researchers, collaborators, and visitors, and support screening protocols to mitigate national security risks, prevent unauthorized access to controlled technologies or information, and ensure compliance with state and federal laws.
+ Support the development and maintenance of Technology Control Plans (TCPs) and secure research environments, including protocols for data storage, computing, and personnel access.
+ In collaboration with the Office of the General Counsel, negotiate and review agreements with research security and export control implications, including without limitation non-disclosure agreements, end-user agreements, memoranda of understanding, material transfer agreements, and data use agreements.
+ Coordinate with external agencies (e.g., Departments of Commerce, State, and Treasury) and serve as a point of contact for regulatory inquiries and compliance reporting.
+ Assist in investigation of potential violations of export control or foreign influence regulations, conduct root cause analysis, and implement or recommend appropriate corrective measures.
+ Collaborate with offices such as Sponsored Programs, Research Integrity, Central Compliance Office, General Counsel, Global Engagement, and Information Technology to ensure alignment of compliance efforts across the university.
+ Participate in professional networks and working groups to remain current on evolving regulations, best practices, and risk mitigation strategies.
+ Support the university’s efforts to promote international research collaborations while ensuring compliance with national security regulations and institutional policies.
+ Perform other job-related duties as assigned.

Minimum Qualifications:
Master's degree from an accredited institution in an appropriate area of specialization and three (3) years of appropriate experience; or bachelor's degree from an accredited institution in an appropriate area of specialization and five (5) years of appropriate experience required.
Preferred Skills/Qualifications:
Juris Doctorate degree from an accredited institution.
In-depth knowledge of the current E-verify, E-customs, and export control requirements.
Knowledge of University and state policies regarding patent disclosures, misconduct in science, conflict of interest, export control regulations, animal and human subjects and other mandated regulations, including certification and assurances.
Deep understanding of research in academic and industry settings.
Well-developed written and oral communication skills.
Ability to work independently.
A self-starter with a high level of integrity and the ability to exercise confidentiality and discretion.
Ability to work regularly and effectively with FAU academic and administrative leadership and faculty, other senior members of the units.
Excellent interpersonal skills and ability to relate to industry/university partners and colleagues as well as University leadership, faculty and staff.
Professionalism, maturity, good judgment, and an ability to work well in a team environment.
Knowledge of university organization and academic and administrative policies and procedures.
Knowledge and proficiency in corporate relations strategies and techniques.
