Intermediate Statement of Work (SOW) Request for Quote Florida Department of Transportation State Term Contract No. --STC-ITSA Overview The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below.
The Department will select the candidate that provides the best overall value to the State, based on skill set and rate.
Term : The contract term for this Staff Augmentation position is intended to be // - // , with possible renewal, based on excellence in work provided, need and budget availability.
NOTE : Term does not mean the awarded contractor or resource are locked in for the full year – any contractor or resource may be terminated for cause, convenience, or funding during the contract term.
VENDOR BILL RATE : It is the responsibility of the vendor to submit rates in accordance with the pre-established rates within the State Contract.

Rate Increase :
Please do not impose a rate increase for any subsequent year of the contract as part of your bid response.
This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds.
Imposing additional increases will automatically disqualify the candidate submission from consideration.
Quote Evaluation :
Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below.
The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided.
The submission of additional work samples, or in person interview(s) may be requested at the discretion of the Department.
Face to Face Interviews :
At the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person.
Telecommuting :
The candidate must reside in Tallahassee, or the surrounding area, and report in office days a week .
Work Hours
Flexibility to work hours between : AM & : PM, after hours, weekends, and either on a rotation or as part of a regular and on-call work schedule.

Conflict of Interest Statement :
To prevent any bias, unfair competitive advantage, conflict of interest, or the appearance of impropriety, Vendor employees must not have been directly or indirectly involved in the development of the Scope of Services or related solicitation documentation for which the Vendor is preparing a bid.
If the Vendor employee worked in conjunction with the Department on the development of the solicitation document, the Vendor is disqualified from submitting a bid for this solicitation.
The Vendor personnel assigned to other Department projects outside this Agreement, shall hold and maintain any confidential information that could benefit the Vendor on future solicitations in strictest confidence.
The Department will avoid Organizational Conflict of Interest through mitigation efforts in three categories:
Unequal Access wherein an unfair competitive advantage surfaces when a Vendor obtains information not generally available to other competitors, and where such information would assist them in winning the contract over their competitors.
Impaired Objectivity wherein a support Vendor is performing duties that involve assessing or evaluating itself or related entity.
Biased Ground Rules wherein the Vendor is writing the SOW, performing systems engineering, or providing technical direction efforts.

Scope of Services The Florida Department of Transportation, Office of Information Technology (Client) – Strategic Services is in search of a Systems Administrator to play a key role in assisting the Strategic Architecture Services team with monitoring, troubleshooting, and maintaining Power Platform and SharePoint servers and sites.
The Systems Administrator will be responsible for working on projects, systems, and/or issues of medium to high complexity, and will be expected to provide daily operations support, maintenance and administration for SharePoint Servers.
This position requires ownership of complex issues in order to support Department business.
Must interface with members of the Client and user community to coordinate activities relating to the administration of Power Platform development projects and
SharePoint sites.
Provides technical consultation and support to users and other Department staff.
Education Bachelor's degree in Computer Science, Information Systems, or other related field.
Or equivalent work experience.
Experience Must have knowledge of SharePoint Online and/or On-Premises administration, including site management, permissions, and content management.
Must have knowledge of supporting Power Platform applications, including Power Apps, Power Automate, and Power BI.
Must have knowledge of Microsoft products, including Office , OneDrive, and Teams, in an extensive environment.
Must have knowledge to troubleshoot and resolve system, application, and integration issues for Power Platform and SharePoint.
Knowledge of governance and compliance best practices within the Power Platform and SharePoint environments.
Knowledge of diagnosing and resolving technical issues using analytical and problem-solving skills.
Knowledge of basic network concepts and web-based application troubleshooting.
Knowledge of creating and maintaining user guides, technical documentation, and knowledge base articles.
Knowledge of IT service management platforms (, ServiceNow) for ticket management and incident resolution.
Knowledge of IIS Administration a plus.
Primary Job Duties/ Tasks This resource will primarily be tasked with supporting the Power Platform and SharePoint environments including, but not limited to, the following: Manage, maintain, and troubleshoot the Power Platform applications and the SharePoint on-premises and online server environments to ensure security, availability, and performance.
Establish new Power Platform and SharePoint system specifications by consulting with users and analyzing workflow, access, information, and security requirements.
Upgrade SharePoint systems by conferring with vendors; developing, testing, evaluating, and installing enhancements.
Provide user support and resolve incidents related to Power Platform and SharePoint functionality, permissions, and access control.
Assist Power Platform users with simple applications, automated workflows, and dashboards.
Perform regular site audits, monitor usage, and ensure optimal performance for SharePoint.
Generate reports on usage, issues, and ticket resolutions for Power Platform and SharePoint.
Collaborate with end-users to understand requirements and recommend appropriate Power Platform and SharePoint solutions and enhancements to improve functionality, efficiency, and user experience.
Maintain documentation for Power Platform and SharePoint solutions, including design documents, best practices, user guides, and troubleshooting guides.
Conduct Power Platform and SharePoint training sessions and create knowledge base articles for common user issues.
Work closely with other business offices to ensure seamless integration with other enterprise systems.
Update job knowledge by participating in educational opportunities, reading professional publications, maintaining personal networks, and participating in professional organizations.
