Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a FUEL DISTRIBUTION SYSTEM OPERATOR (TITLE 32), Position Description Number D2428000 and is part of the IL 126, National Guard.
Responsibilities As a FUEL DISTRIBUTION SYSTEM OPERATOR (TITLE 32), WG-5413-10 you will manage fuel on behalf of the Defense Logistics Agency (DLA) which consists of operations and maintenance of a fuel distribution system that includes a Type III Hydrant fuel system (at Air Refueling Wings) equivalent to a small fuel farm, fuels laboratory, cryogenic storage, bulk storage, base service station, fuels information service center, mobile fueling operations and the financial account management for missile propellants, aviation fuels, ground fuels and cryogenics utilized in support of aircraft, motor vehicles, engine test cells, powered Aerospace Ground Equipment (AGE), generators and heating systems required to support the Wing mission and transient aircraft.
Major Duties - This is NOT an all-inclusive list: Organize, administer and evaluate a segment of the fuels quality assurance program for the organization.
Ensure responsibilities for product compliance inspections of all petroleum activities.
Required Conduct statistical surveys of petroleum products in areas where trouble had been encountered.
Analyze defect data, isolates trends and recommends corrective action.
Verify quality through the application of audit and investigative methods to ensure compliance with established guidelines.
Prepare local operating procedures based on supplements, regulations, and manuals of higher echelons in the area of quality assurance.
Operate precision measuring instruments and analytical equipment designed to measure the effectiveness of mechanical systems and petroleum handling hardware.
Test various petroleum, cryogenic samples for total solids and microscopic analysis.
Must conduct surveillance inspections during operations of components in pump house and tank farms during receipt, transfer, sampling and issue of petroleum products.
Direct, inspect, operate and maintain a complete fuel distribution system(s) to receive, store, transfer and issue both aviation and ground fuels in a Type III hydrant system.
Required Inspect systems for leakage, corrosion, faulty fittings, and inoperative components such as distribution lines, storage tanks, hydrant pits/outlets, oil/water separator, pumps, automatic/manual valves, meters, and system control rooms.
Perform operator maintenance to include checking components for operation, adjustment, pressures, and external leakage under pressure, removing/cleaning/inspecting receipt and dispensing strainers, calibrating additive injectors, draining water from lines, tanks, filter separator vessels and dike/containment areas.
Requirements Conditions of Employment This is an excepted service position that requires membership in the Illinois National Guard and in the military grade listed in the announcement.
This is required prior to the effective date of placement.

Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted Maximum Rank of E5 GENERAL EXPERIENCE: MUST possess experience or training which demonstrates the ability to follow instructions and to safely operate the type of equipment required to accomplish the duties of the position.
SPECIALIZED EXPERIENCE: WG-10 Level MUST possess experience or training operating, maintaining, repairing, troubleshooting, and overhauling fuel systems and components; experience or training initiating and controlling the movement and storage of fuel supplies by operating high pressure systems with a series of terminals connected by cross-country pipelines or multi-fuel storage and distribution facilities connected by a network of internal pipelines.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
