GENERAL DESCRIPTION:

Join the Wyoming Department of Health’s Home and Community-Based Services (HCBS) Section, where your work helps Wyoming residents who are aging or have disabilities live independent, meaningful, and dignified lives in their own communities.



Wyoming’s HCBS Section provides community-based options to Wyoming citizens who are aging or have disabilities in order to live independent, meaningful, and dignified lives through access to person-centered, cost-effective services.

These waivers serve approximately 5,000 individuals, with approximately 800 provider entities supporting these individuals across the state.

Each of the three waivers, the Comprehensive, Supports, and Community Choices Waiver, are Medicaid funded, jointly funded by the state and federal governments.

The Home and Community Based Services Section within the Wyoming Division of Healthcare Finance, which is part of the Wyoming Department of Health, manages these waivers.



As the HCBS Data Analyst, you’ll play a key role in keeping Wyoming’s Home and Community-Based Services programs running smoothly.

You’ll use data and technology to help ensure people receive the care and services they need, when they need them.

This position focuses on systems project management, data analysis, technical support, and training, all of which directly impact how effectively HCBS serves individuals across the state.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.


+ Manage and improve data systems – Work within programs like IMPROV and EMWS to make sure information is accurate, reliable, and accessible.

You’ll help identify problems, find solutions, and ensure the systems are working for the people who use them.



+ Analyze and interpret data – Use your analytical skills to find patterns, identify trends, and highlight opportunities to improve service delivery.

You’ll turn complex information into clear reports and recommendations that leadership can act on.




+ Collaborate with others – Partner with internal teams, vendors, and outside stakeholders to enhance the tools and systems that keep HCBS operating efficiently.

Your collaboration will help turn data into clear insights and guide system improvements.



+ Support decision-making and policy – The work you do will inform decisions about policy, planning, and program design, helping shape the future of HCBS in Wyoming.



+ Lead system updates and testing – Guide testing, development, and implementation of new system features.

You’ll help ensure every change improves usability, accuracy, and efficiency for staff and providers.



+ Train and support staff – Provide guidance and training for HCBS staff on system use, data entry, and reporting tools so they can confidently navigate updates and changes.



+ Think critically and creatively – Use data insights to recommend new or improved ways to deliver services, streamline processes, and strengthen program integrity.







Qualifications


PREFERENCES:


Preference will be given to candidates who have previous experience with HCBS systems such as IMPROV, EMWS, or the HCBS Provider Submission Portal is helpful, as well as familiarity with business intelligence tools like Cognos, Tableau, R, SQL, or SSRS.



A background in Medicaid programs, healthcare administration, or data reporting will be useful, and experience working on projects in an Agile/Scrum environment is a plus.



A bachelor’s degree in a related field such as Healthcare, IT, Accounting, Finance, or Public Administration.



KNOWLEDGE:
+ Understanding of state and federal government processes and Medicaid laws.
+ Ability to interpret complex regulations and turn them into clear, actionable policies.

Strong troubleshooting and problem-solving skills.
+ Excellent communication skills for working with diverse audiences—from leadership to field staff.
+ Quick learner who’s comfortable adopting new technologies.
+ Experience in gathering technical and business requirements efficiently.
+ Proficiency in SQL, R, or Python preferred.





MINIMUM QUALIFICATIONS:


Education:

Bachelor's Degree (typically in Records or Data Management)

Experience:

0-3 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II

OR

Education & Experience Substitution:

4-6 years of progressive work experience in (typically in Records and Data Management) with acquired knowledge at the level of a Records & Data Management Specialist II
