GENERAL PURPOSE
Works under the general direction of the City Manager performing professional administrative duties in managing the City's comprehensive human resources program.
Advises management on human resources issues; recommends and develops policies and processes related to personnel management.

ESSENTIAL FUNCTIONS
Develops, recommends and implements personnel policies and procedures; prepares and maintains handbook on policies and procedures;
Conducts recruitment efforts for all personnel, writes and places postings and advertisements; tracks and reviews applications; coordinates interviews, assessments, tests, background checks and job offers; conducts new-employee orientations.
Enter's new employees' information, raises, promotions, new positions and other relevant information, along with scanning supporting documentation into Tyler's ERP Pro Human Resources Management System.
Email all employee actions to the finance department.
Administers the job descriptions program by ensuring all positions have a job description.
Reviews proposed salary actions to ensure conformance with established guidelines and policies.
Gathers, interprets and prepares data for studies, reports and recommendations.
Conducts salary surveys within market area to determine competitive wage rates.
Administers the employee performance appraisal system.
Prepares and maintains records for personnel transactions such as hires, promotions, demotions, transfers and separations; utilizes current skills inventory of employees for career development.
Monitors compliance with various federal and state law, rules and regulations.
Establishes and maintains personnel records and reports to conform to EEO and other regulations.
Prepares a variety of studies, reports and related information for decision-making purposes.
Facilitate training on workplace topics; assigns training through NMML/NMIF safety training platforms, monitors employee grievance process; receives and investigates complaints of harassment and discrimination.
Performs benefits administration including claims resolution, change reporting, approving invoices for payment and communicating benefit information to employees; coordinates IRS 125 Premium Only Plan with administrator; monitors the Employee Assistance Program; administers FMLA.
Processes and monitors workers' compensation claims, processes and submits OSHA Forms 300, 300A, and OSHA's Form 301; administers random substance testing program and maintains drug and alcohol testing records; coordinates and maintains Hepatitis B program for at-risk employees; coordinates seasonal flu shots.
Maintains unemployment claims, manages and reports DOT employees to Drug and Alcohol Clearinghouse, responds to Department of Labor requests for information and tracking unemployment compensation paid for each individual.
Refers any deviations or matters requiring a hearing to supervisor for handling or clarification.
Conducts exit interviews and analyze data for recommended corrective action and continuous improvement; administers unemployment claims process.
Develops strong working relationships with management and learns work areas to serve management efficiently.
Works closely with department heads in interpreting rules and regulations to ensure proper procedural process.
Consults with department heads and management regarding their responsibilities on personnel matters.
Demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes and work cooperatively to provide quality customer service.
Serves as a member of various employee committees.

MINIMUM QUALIFICATIONS
Education and Experience:
1.
Bachelor's degree in public administration, business management, or closely related field; AND
2.
Five to Seven (5-7) years of progressively responsible experience performing above duties with municipal experience preferred, OR
3.
An equivalent combination of education and experience.
Knowledge, Skills, and Abilities:
General knowledge of the principles, practices and techniques of personnel administration; knowledge of the organization and operation of administrative programs.
Ability to develop long-term plans and programs and to evaluate their effectiveness; ability to establish and maintain effective relationship with management, elected officials, employees, and the general public; ability to present facts and recommendations effectively in oral and written form.
Considerable skill in the art of diplomacy and cooperative problem solving; leadership and organizational behavior management.
Skill in the operation of personal computers and various software applications for word processing; spread sheet information; email and computerized communications.
Special Qualifications:
SHRM Professional (PHR) Certification preferred.
Must be willing to purchase and use a personal cell phone for City-related business in accordance with the applicable City cell phone policies.
Cell phone stipend of $35.00 per month will be given.
Ability to maintain confidentiality in dealing with personnel matters.
WORK ENVIRONMENT:
Incumbent of the position performs in a typical office setting with appropriate climate controls.
Tasks require variety of physical activities, not generally involving muscular strain, such as walking, standing, stooping, sitting, reaching, talking, hearing, and seeing.
Common eye, hand, finger dexterity required to perform essential job functions but may be accommodated.
Mental application utilizes memory for details, verbal instruction, emotional stability, discriminating thinking and creative problem solving.
Periodic travel is required in normal course of job performance.
