Description of Job


About the Work Unit

This position is within the Division of Maintenance and Operations and Traffic Operations Branch of the Colorado Department of Transportation (CDOT).

The Traffic Operations Services Branch exists to improve the safety and efficiency of Colorado’s transportation system through institutionalized and forward leaning real-time operational excellence.

This is accomplished through two primary program areas, the Operation Centers program and the Incident Response program.

The Operation Centers program is focused on providing credible, real-time information to the department, first responders, and public.

The Incident Response program is focused on providing expert traffic incident management, reduce roadway impacts, and protect the lives of motorists and responders through coordinated and efficient incident response.




About the Position
The Incident Response Team Manager position oversees the CDOT Incident Response program.

This position is responsible for providing strategic vision, management, guidance, and direction for incident response initiatives in collaboration with the Colorado State Patrol (CSP), CDOT Traffic Operation Centers, CDOT Regions, other first responder groups, emergency response agencies and incident management partners, as well as private sector entities with a shared mission.

This position provides contract management for the Safety Patrol program and is the second level supervisor responsible for managing and supervising the day-to-day activities of professional level employees.

This position is anticipated to be approximately 30% in the field (to backfill team members out on leave and/or respond to major incidents) and 70% in the office.

In addition, this position will provide practical guidance and/or input to the Statewide Traffic Incident Management (TIM) program.

It will also provide state of the practice input to support the development and implementation of statewide strategies and policies that will result in increased safety practices, reduced congestion, and reduced response and clearance times for hazardous incidents.



Major duties and responsibilities include, but are not limited to:

+ Identifies and resolve notification needs and priorities of management, local agencies, and private industry partners, CDOT Public Relations Office and to the applicable Colorado Traffic Operations Center;
+ Assess current policies, practices, and training, and making recommendations on consistent and appropriate improvement initiatives;

+ Determines and implements public, multi-agency and multidisciplinary communication and collaboration strategies, as well as response decisions based on identified incidents;

+ Determine type, structure, and need for implementing a command structure with other response agencies;

+ Provide leadership to the team members and directs work;

+ Establishes procedures, standards, expectations, monitors performance; set team goals ad monitors team progress;

+ Develops budget requests and justifications for increases in staffing;

+ Conduct quarterly and final performance reviews; mentor, coach guide and support employees; approve personnel actions, leave requests, training requests and timesheets;

+ Engages strategically to develop strong, viable coalitions focused on improving responder safety and quick clearance principles;

+ Identifies local jurisdictional issues within the program area where responder safety and quick clearance could be improved.

Engages to form strong relationships with other department, agency, local government, and first responders;

+ Understands what gap areas exist and creates lists of issues that need to be addressed;

+ Conducts after action reviews with all stakeholders and identifies which protocols were or were not followed, and what changes need to be implemented so future incidents have few to no issues;

+ Determines contract scope, resource allocation, billing, and overall contract administration;

+ Works with the CDOT Office of Emergency Management, CDOT maintenance sections, CDOT Regions, law enforcement agencies, safety, and local agencies in establishing policies, procedures and processes that will result in effective management of the events;

+ Determine type, structure, and need for implementing Incident Command or Unified Incident Command with other response agencies;

+ Determine implementation of evacuation routes, assisting travelling public with information, and coordination with multiple internal and external stakeholders, etc;

+ Other duties as assigned.



Work Environment:

+ Primarily 7:00 am – 4:30 pm work hours, Monday-Friday.



+ Travel required throughout the state for planning, coordination and emergency activation.



+ Required to report without delay or interruption to provide essential or emergency services to ensure health, safety, and welfare.



+ Use of CDOT vehicles.

Minimum Qualifications

Experience Only:

+ Eight (8) years of relevant experience in an occupation related to the work assigned to this position.



OR
Education and Experience:

+ A combination of related education and/or relevant experience in an occupation related to the work assigned equal to eight (8) years.



+ A Bachelor's degree from an accredited college or university with a degree in Business, Management, Crisis Management, Transportation Management, Communications, Operations, or another field of study closely related to the duties of this position.
