ABOUT THE OPPORTUNITY
As an Independent Verification & Validation (IV&V) Consultant, you will play a critical role in providing objective oversight and advisory support on large, complex state government IT modernization projects.
This position offers the opportunity to work closely with agency stakeholders, system integrators, and other vendors to assess project health, identify risks, and recommend actionable improvements.
You will monitor and evaluate modernization activities across the full system development life cycle (SDLC), ensuring alignment with industry best practices, state standards, and contractual requirements.
Your contributions will help ensure these projects are delivered on time, within budget, and with measurable business value.
Travel Expectations: Willingness to travel up to 50% in support of client engagements/projects if required.
SOME RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
+ Review and assess methodologies, processes, plans, tasks, work products, and deliverables from system integrators and other vendors; provide objective feedback and recommendations to improve quality and maximize business value.
+ Monitor and evaluate project activities (e.g., requirements, design, testing, deployment planning, project management) and provide real-time observations, issue/risk documentation, and independent recommendations.
+ Collaborate with state project staff, system integrators, and additional vendors to ensure alignment across workstreams and identify/resolve gaps.
+ Assess quality assurance and quality control processes, identify deficiencies, and recommend improvements based on industry standards and best practices.
+ Contribute to weekly, monthly, and ad-hoc IV&V assessment reports and executive presentations, delivering clear, actionable insights and early warning of risks.
+ Track the resolution of IV&V findings to ensure accountability and effective risk mitigation.
+ Apply knowledge of program management, tools, and technologies to assess the effectiveness of vendor approaches and project decision-making.
+ Support client leadership in risk planning, issue resolution, and project governance to ensure the project remains on track.
MINIMUM QUALIFICATIONS:
+ Bachelor’s Degree in Computer Science, Information Systems, or related field; equivalent experience (minimum 8 years) will be considered in lieu of a degree.
+ At least five (5) years of experience working on large-scale IT projects, with strong preference for state government modernization initiatives (e.g., licensing/permitting, tax/revenue, unemployment insurance, eligibility, ERP).
+ Experience providing IV&V or quality assurance oversight on state IT projects, with working knowledge of expected activities and decision points across the entire modernization life cycle.
+ Strong knowledge of system development life cycle (SDLC) methodologies (Agile, Hybrid, Waterfall) and experience overseeing large-scale IT modernization projects, including custom development, COTS/ERP implementations, and configurable/low-code platforms
+ Familiarity with tools and technologies commonly used in state IT projects (e.g., testing tools, project management tools, data migration/ETL, cloud platforms).
+ Demonstrated ability to communicate effectively with both technical and non-technical stakeholders, including client executives and vendor project teams.
+ Strong analytical, written, and verbal communication skills, with the ability to provide constructive feedback and recommendations.
+ U.S. Citizenship required.
DESIRED QUALIFICATIONS:
+ Based out of or near Tallahassee, FL or Austin, TX (fully remote considered; local candidates preferred).
+ Four (4) or more years of experience providing IV&V, Quality Assurance, or oversight consulting services on State Government IT modernization projects.
+ Three (3) or more years of experience with data conversion, data cleansing, and migration activities in large-scale implementations.
+ Three (3) or more years of experience with testing processes and tools (e.g., unit, integration, system, UAT), including test planning, execution oversight, and results validation.
+ Three (3) or more years providing technical advisory services to state clients and system integrators on the design, configuration, and implementation of enterprise solutions (e.g., ERP, tax and revenue, licensing/permitting, workers’ compensation, unemployment insurance, eligibility, or IT service management systems).
+ Experience overseeing COTS/ERP/low-code platform implementations (e.g., Appian, Salesforce, RSI Government Premier, Oracle, SAP) and evaluating vendor fit-gap, customization, and integration decisions.
+ Familiarity with multi-vendor program environments, with the ability to identify dependencies, risks, and coordination points across vendors.

This is a Full-Time, Salary, Exempt position.
