_The_ position will be an expert in child support and will be responsible for 1) overseeing the design, development, and implementation of a training program that aims to improve service delivery and is responsive to the needs of partners the training unit has not typically engaged such as employers and participants; 2) leading special projects and 3) participating in the end-to-end design, development, delivery, and evaluation of training on existing programs of the Child Support Division (CSD) policies and procedures for county staff and Department of Children, Youth, and Families (DCYF).
Responsibilities include:
+ Provide strategic direction and leadership for an innovative training program that seeks to improve the efficiency and service delivery of the program and is responsive to the needs of partners the training unit has not typically engaged such as employers and participants.
+ Lead and or/participate in division special projects that require in-depth child support program knowledge such as escheatment processing, employer verification and systems modernization - working with cross-divisional teams and or/vendors to implement changes on schedule and within scope.
+ Provide hands-on training and coaching to child support workers to ensure accurate understanding and application of child support policies and procedures.
+ Author and update clear, plain-language documentation, job aids, and resources (e.g., flowcharts, checklists, form guides) for both child support workers and parents/employers, ensuring materials reflect current policy, system changes, and include instructions.
+ Maintain and expand professional expertise in instructional design, adult learning principles, and the child support program (including PRISM system and child support policy updates) and actively participate in team activities to foster a positive, cohesive work environment.
**Minimum Qualifications**

Three (3) years of professional experience which must include the following:
+ Experience with the Minnesota Child Support programs
+ Ability to design, develop, manage, and deliver classroom training
+ Working with federal and state policy, procedures, and law
+ Knowledge of and the ability to use the PRISM computer system
+ Project management skills with the ability to multi-task and advance activities through-out the project timeline
A Bachelor’s Degree in adult learning, workforce development, professional coaching, or related field may substitute for 1 year of experience OR a Masters degree or higher in adult learning, workforce development, professional coaching, or related field may substitute for 2 years of experience
**Preferred Qualifications**
+ Strong communication skills with a demonstrated ability to communicate complex concepts clearly and concisely.
+ Demonstrated ability to work both independently and as a member of a team.
+ Proven skills in creative development of skill enhancement training programs
+ Experience in community engagement and in building solid partnerships with counties, Tribes, service providers, community partners and families
+ Intermediate technical skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook, Visio, Project), SharePoint.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
