Our client is looking for an experienced Instructional Systems Designer (ISD) to support instructional systems design throughout the Product Lifecycle Process, which incorporates the ADDIE methodology across all divisions of ST.

This is an onsite position in Columbia, SC.


Job Tasks


  • Assist and provide guidance to ST on the application of the ST Product Lifecycle Process, which incorporates the ADDIE methodology and provide the expertise to recommend and implement new approaches/strategies.
  • Assist ST in developing and documenting processes, procedures and best practices based on the ST's Product Lifecycle Process, which incorporates the ADDIE methodology.
  • Assist with the production of instructional delivery across a variety of training delivery platforms.
  • Aid in meeting product development milestones and shall ensure deliverable timelines are met.

    This includes Needs Assessments, Training Needs Analyses (TNA), design documents, Programs of Instruction (POIs), storyboards, classroom materials, assessments, Alpha and Beta tests to create and maintain current, accurate, relevant content and other relevant documents as directed by the Government.

    This includes an estimate of reviews of approximately one-third of the CDSE products.
  • Provide technical expertise to recommend and implement instructional approaches and strategies for each curriculum.
  • Ensure ST follows instructional and workforce development processes, products are instructionally sound and engaging, ensure course assessments effectively measure the student proficiency with the learning objective; and ensure processes and products are compliant with DCSA and accreditation requirements.
  • Collaborate with ST personnel to conduct comprehensive TNAs and Needs Assessments that identify security competencies, training requirements, goals, learning objectives, topics, instructional strategies, media selection, and training recommendations for a specified audience.
  • Conduct needs or opportunity analyses and design and conduct investigations to find out the difference between the current and future performance states, and identify any performance gaps.
  • Evaluate results and impact and help select the appropriate measures; develop a measurement strategy that leverages data already being collected; collect data; analyze the data; summarize, and report data, as needed.

Minimum Requirements


  • A Master's degree in Instructional Systems Design or Adult Education from an accredited university and at least five (5) years of experience in Instructional Systems Design and developing online, instructor-led, or instructor-facilitated courses OR
  • In lieu of a Master's degree, a Bachelor's degree from an accredited university and at least eight (8) years of experience developing online, instructor-led, or instructor-facilitated courses
  • Current Personnel (Security) Clearance/ Eligibility (PCL) at the Secret level
  • Experience applying the ADDIE methodology
  • Experience developing and updating online instructor-led (both in person and virtual), or instructor-facilitated distance-delivered courses in a collaborative learning environment such as Moodle, Blackboard etc.

Preferred Requirements


  • Ten (10) or more years of experience in Instructional Systems Design, and developing online, instructor-led, or instructor-facilitated courses
  • Experience leading instructional development projects
  • Experience supporting federal agencies in the execution of security-related training, education, or certification programs
  • Experience with virtual content producing on platforms such as Adobe Connect, Microsoft Teams, Microsoft Teams Live Events, Zoom, WebEx or WebEx Preferred etc.
  • Successful completion of the DHS's Authoring Accessible Documents Program available through the DHS OAST
