SCOPE OF WORK
Offeror proposed resource(s) shall be responsible for the following:
1.
Designing and developing new self-paced online lessons and videos.
2.
Revising existing interactive self-paced online lessons and videos.
3.
Utilizing Articulate Storyline 360, Articulate Rise, and/or Camtasia for training development, which may include multimedia components.
4.
Assisting with all functions necessary to create, edit, and disseminate instructional technical documentation and training resources as assigned (e.g., Quick Reference Cards, Quick Reference Guides, Instructional Manuals, Instructional Videos).
5.
Attend meetings as necessary.
OFFEROR RESOURCE(S) SKILLS, EXPERIENCE, & CAPABILITIES
1.
Offeror shall propose resource(s) possessing the following preferred skills, experience, and
capabilities:
a.
Five (5) years of experience:
(1) Designing self-paced online content for adult learners.
(2) Creating multimedia and SCORM (Sharable Content Object Reference Model) compliant learning using Articulate Storyline 360 and Articulate Rise
b.
Two (2) years of experience conducting quality assurance reviews to ensure accuracy, design functionality, and compliance of eLearning content
c.
Experience with:
(1) Vyond, or similar platform, to create video components within training.
(2) Learning management systems and content integration.
(3) Microsoft Office 365, including Teams, Outlook, PowerPoint, SharePoint, and
Word.
d.
Ability to:
(1) Work collaboratively with multiple stakeholders within the Judiciary.
(2) Meets deadlines and manage deliverables on multiple projects simultaneously.
(3) Communicate effectively.
(4) Accept and address constructive feedback.
e.
Knowledge of:
(1) Adult learning theory and principles, and best practices for self-paced online eLearning delivery.
PLACE OF PERFORMANCE
1.
Work shall be performed 100% remote at a suitable off-site location selected by the Offeror/Offeror Resource(s).
a.
The Client reserves the right to determine an off-site location is not suitable (e.g., crowded public space with distracting background noise during meetings).
2.
On-site support may be required.
The proposed resource(s) must be able to report on-site within seventy-two (72) hours after notification.
a.
If required to report, the Offeror Resource shall report to Maryland Judicial Center, 187 Harry S Truman Parkway, Annapolis, MD 21401.
b.
The Client does not have a limit on the number of times the proposed resource(s) may be required to be onsite.
SCHEDULE & COORDINATION
Offeror proposed resource(s) shall perform during normal operating hours, Monday through Friday, 8:00AM to 4:30PM Eastern Standard Time (EDT).
a.
The proposed resource may perform the daily eight (8) hour workday at an alternative start and stop time between 6:30AM to 5:00PM Eastern Standard Time (EDT), as approved the Contract Manager.
b.
The proposed resource(s) shall have the flexibility to extend coverage hours or schedule to meet deadlines, project requirements, and/or on-call operational support, including evenings, nights, weekends, and holidays.
c.
The contract Manager must approve work prior to or after normal operation hours, not to exceed 2,040 hours per year.
INTERVIEW PROCESS
Shortlisted Offeror proposed resource(s) will be required to complete a multi-part interview including the following:
1.
The anticipated duration of the interview is one (1) hour.
a.
The Client will conduct the interview(s) via a Microsoft Teams meeting.
(1) The proposed resource(s) must have their camera on for the duration of the interview.
b.
The interview will include a presentation and explanation of a selection of work samples from the Offeror proposed resource s portfolio that utilizes Articulate Storyline 360 and Articulate Rise, include Vyond (or similar platform) components, and sample software application technical documentation.
(1) Work samples shall:
i Demonstrate knowledge of adult learning principles and theory, and best practices in self-paced, eLearning delivery
ii Exhibit a high level of interactivity
iii Demonstrate technical processes, such as using clear instructions, flow of content, interactive and scenario-based learning elements, videos, interviews, formative and summative assessments, and other proofs of learning strategies
(2) The prepared presentation shall last no more than thirty (30) minutes.
(3) The Offeror proposed resource is not expected to develop work samples for the presentation and shall use existing work samples
