SUMMARY: This position is assigned to the Operations Branch, Idaho Office of Emergency Management (IOEM), a bureau functioning within the Idaho Military Division (IMD).
The primary purpose of this position is to assist the IMD, IOEM, state agencies and local tribes and jurisdictions in developing statewide emergency communications capabilities, facilitate and serve as a central interoperability coordination point for communications issues, and coordinate with stakeholders to produce and implement strategic communications plans.

MANDATORY REQUIREMENTS:
(1) Must have and maintain a valid and unrestricted state issued driver’s license (from any state).
Provide your driver’s license number, issuing state, license expiration date, and the full name specified on the license.
(Do not provide a copy of your driver’s license.)
(2) Travel is required for training and job performance.
Must be willing to travel by all modes of transportation and stay at destinations for moderate to extended periods.
(3) Must have, or be eligible to obtain, and maintain a favorable NACI/T1 Federal Background Investigation.
If a selected candidate does not have a current favorable NACI/T1, as a condition of employment he/she must submit to the investigation process immediately upon hire/appointment.
(At a minimum, a favorable suitability determination by the State Security Manager or OPM is required prior to appointment into this position.)
(4) Must agree to attend/accomplish required training and participate in training exercises as identified in federal grant guidance, or as directed by the supervisor; must agree to successfully complete online courses as determined by the same.
REQUIRED EXPERIENCE: Must have 36 months’ experience performing work related to the knowledge requirements below.

Education and training may be used to offset experience.
KNOWLEDGE REQUIRED:
(1) Describe your knowledge of IOEM structure, internal and external programs, supported and supporting relationships with emergency response partners, the mission, and role within the IMD and the State of Idaho.
(2 ) Describe your knowledge of the National Incident Management System, the Incident Command System, and Federal and state disaster laws, rules and regulations and your ability to apply the knowledge in emergency response preparedness and planning activities, and in emergency response exercises and real-world missions.
( 3 ) Describe your knowledge of national communications activities, programs and agencies, including but not limited to the Idaho Public Safety Communications Commission, District Interoperability Governance Boards, National Emergency Communication Plan, Cybersecurity and Infrastructure Agency, Nationwide Public Safety Broadband Network, Federal Communications Commission, and Federal Emergency Management Agency, with their individual roles in emergency communications.
( 4 ) Describe your knowledge of roles, functions, and support requirements of local, county, tribal, and state government across the spectrum of emergency response to aid in establishing jurisdictional, intergovernmental, interagency, and interdisciplinary emergency and public safety communication capability.
(5) Describe your knowledge of the Microsoft Office suite of programs; and your ability to generate plans products and develop multi-media presentations used in the facilitation of meetings, training, exercises, and planning projects.
(6) Describe your knowledge and skill in written and oral communication to prepare and present reports, interpret policies and guidelines, negotiate and influence decisions, collaborate as a team member or leader, provide advice and guidance to stakeholders, and represent IOEM in interactions with other organizations.
(7) Describe your knowledge and skill in carrying out basic managerial duties which include but are not limited to counseling, training, coaching, developing and enforcing performance standards, assigning work, managing workflow, reviewing work, resolving employee disputes, managing schedules, maintaining culture and environment, and receiving general guidance on projects and delegating supporting tasks to team members.
