About DTMB:
The Department of Technology, Management and Budget (DTMB) supports the business operations of state agencies through a variety of services, including building management and maintenance, information technology, centralized contracting and procurement, budget and financial management, space planning and leasing, construction management, motor vehicle fleet operations, and oversight of the state retirement systems.

About the position:
Information Technology Programmer Analyst P11:
This position performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for Department of Licensing and Regulatory Affairs (LARA).

Assignments will provide for the development, testing and deployment of application releases, updates and modifications within a client/server and web server environment and Sass Solutions.

Project assignments and activity will be executed within the framework of the State of Michigan System Engineering Methodology (SEM).

Information Technology Programmer Analyst 12:
As a Senior Application Developer, the employee performs a complete range of information system analyst assignments including, but not limited to, designing, developing, testing, and implementing computer systems and applications for Department of Licensing and Regulatory Affairs (LARA).

This individual will be looked upon to provide technical support to other team members and evaluate new development tools and agency systems.

Serves as a Technical Consultant to the client to develop solutions and streamline critical business processes.

Supports and enhances the agencies’ data needs through the maintenance and modification of existing web and client server applications, the development of new web and client server applications, as well as the rewrite of legacy applications and systems.

Additional application development support to address the needs client Application Development Section will be assigned as needed.

Position Location:
This position is located in Lansing, MI.

Candidates should confirm work location and schedule at the time of interview.

SIGNING BONUS:
This position may be eligible for a sign-on bonus up to $2,500.

Up to $1,250 to be paid upon new hire and the remainder to be paid after satisfactory completion of the initial probationary period (12-month period).

This does not apply to current state employees.

Possession of a Bachelor's degree with 21 semester (32 term) credits in one or a combination of the following: computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, information assurance, IT project management or mathematics.

Information Technology Programmer/Analyst 12



Two years of professional experience equivalent to an Information Technology Infrastructure or Programmer/Analyst P11.




Alternate Education and Experience

Possession of an associate’s degree with 16 semester (24 term) credits in computer science, data processing, computer information systems, data communications, networking, systems analysis, computer programming, project management, or mathematics and two years of experience as an application programmer, computer operator, or information technology technician; or two years (4160 hours) of experience as an Information Technology Student Assistant, may be substituted for the education requirement.


OR
Educational level typically acquired through completion of high school and four years of experience as an application programmer, computer operator, information technology technician, or four years (8,320 hours) of experience as an Information Technology Student Assistant may be substituted for the education requirement.

Vacation and Sick Leave:Eligible full-time employees receive between15 and 35 personal daysand 13 sick daysper year that may be rolled over to the following year if not used.

Eligible employees also receive an additional day each year for community service or school functions.



Paid Parental Leave:Eligible employees can take 12 weeks of paid leaveimmediately after a birth or adoption to allow needed time together at home with a new child.



Paid Holidays:Eligible employees receive 13 or 14 paid holidays each year including New Year’s Eve and Day, Martin Luther King Jr. Day, Presidents’ Day, Memorial Day, Juneteenth, the Fourth of July, Labor Day, Election Day, Veterans Day, Thanksgiving, Thanksgiving Friday, Christmas Eve and Day.



Bonus Programs:Eligible employees with five years of service also receive annual longevity bonuses that grow as seniority increases.

Some positions also may qualify for recruitment, retention, and performance bonuses or other special pay premiums.



Military Pay Differential:Employees in the guard or reserves may also qualify for supplemental pay benefits if miliary pay during qualifying duty is less than normal state pay.
