Ensures the safe operation of the River LINE by managing all operations ( Light Rail trains in revenue and non-revenue operation, non-revenue vehicles such as work trains, and a shared freight operation) when those operations are taking place on the right-of-way.
The Light Rail Transit (LRT) Operations Controllers has absolute authority over signal maintainers/line technicians, track maintenance crews, depot masters and operators, contractors and any other people who affect the movement of trains.Investigates incidents (accidents, red signal violations, etc.) and customer complaints by interviewing employees, reviewing and interpreting recordings and signal and vehicle downloads and recommends corrective action.Instruct employees in the performance of their duties.
In the absence of direct supervision, initiates disciplinary action by issuing Employee Notification and Employee’s Incident reports.Ensures that service requirements are met by monitoring service performance and adjusting schedules, route patterns and operating plans as necessary to maintain desired headways.Ensures that service interruptions are minimized by troubleshooting LRV-related in-service failures and directing the efforts of LRV Operators to quickly address and correct those failures.Initiates communications with customers through the use of variable message signs and public address systems and through direction of LRV Operators regarding on-board announcements.Evaluates the duration and extent of service interruptions and requests substitute service from Bus Operations if necessary.
Coordinates the routing, frequency and duration of that substitute bus service with Bus Operations.Manages the response to emergency situations.
Provides notifications of emergency and special circumstances to Police, Emergency Responders, management personnel and other NJT officials.Writes and issues Summary Bulletin Orders on a weekly basis and Single Page Bulletin orders on an as needed basis.
Reviews standard and emergency operating procedures, safety rules and orders.
Participates in implementing revisions to standard and emergency operating procedures, safety rules and orders.Reviews operating schedules and recommends service changes.Maintains complete records on all Light Rail vehicle movements, permissions and authorities.Education, Experience and Qualifications:
High School Diploma or equivalent, and six (6) years of applied experience in transportation operations (, operating a LRT Vehicle, Conductor, Train Dispatcher, Block Operator, Bus Field Supervisor, Bus Regional, LRT Instructor, LRT Technician, or experienced in the field of electrical traction or rail signals).
Prior supervisory experience and prior Rail operations experience desired.Knowledge and Skills:
MS Word and Outlook desired.
