As a Management and Program Analyst, you will serve as an advisor to management and evaluate the effectiveness of Office of Intake and Document Production (OIDP) programs and operations and the productivity and efficiency of USCIS forms, informational materials, and intake systems.

Responsibilities Organizational Location: This position is located in the Department of Homeland Security, U.S. Citizenship and Immigration Services, within the Office of Intake and Document Production and are assigned based on the need of the agency.

Plans, organizes, conducts, and directs, individually or in collaboration with team members, the development, evaluation, and implementation of Forms and Requirements related policies and operational procedures that have an agency-wide impact.

Interprets regulations, policies, and procedures to ensure USCIS forms and intake processes comply with agency standards.

Provides coordination and communication efforts with internal and external stakeholders.

Delivers briefings, presentations, and other communications to all levels of leadership, providing analysis on the impact of forms, instructions, policies, and other program changes on current and planned intake operations.

Designs and administers planning and controls for submission of logistics related to form data and requests.

Designs and conducts a wide variety of broad and comprehensive qualitative and quantitative assessments, special studies, and detailed analyses, individually or in collaboration with team members.

Residency Requirement: There is a residency requirement for all applicants not currently employed by U.S. Citizenship and Immigration Services.

This residency requirement states that candidates must have, for three of the last five years immediately prior to applying for this position; (1) resided in the United States; OR (2) worked for the United States Government as an employee overseas in a Federal or Military capacity, OR (3) been a dependent of a U.S. Federal or Military employee serving overseas.

Probationary Period: You may be required to serve a probationary period of 1 year.

Qualifications The qualifications for this position must be met by 11:59 PM (Eastern Time) on 10/27/2025.

Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service.

The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 10/27/2025.

THIS IS A TEMPORARY ASSIGNMENT NOT TO EXCEED (1) ONE YEAR BUT MAY BE EXTENDED FOR AN ADDITIONAL YEAR UP TO A TOTAL OF FIVE (5) YEARS.

THE SELECTEE(S) MAY BE CONVERTED WITHOUT FURTHER COMPETITION, IF THE POSITION BECOMES PERMANENT.

SELECTEES WHO ARE NOT CONVERTED TO PERMANENT POSITIONS WILL RETURN TO THEIR FORMER POSITION OF RECORD OR LIKE POSITION (SAME GRADE, FULL PERFORMANCE LEVEL AND LOCATION), AFTER COMPLETION OF THE TEMPORARY ASSIGNMENT.

GS-14: You qualify at the GS-14 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-13 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position.

You must have experience performing the following duties: Expertise in planning, organizing and leading cross-functional teams and task forces to achieve organizational goals.

Manages internal and external stakeholders to obtain additional insights, approaches, and demonstrations of solutions.

Demonstrates creative solutions to business requirements, analyzing the strengths and weaknesses of alternatives and providing recommendations.

Collaborates with IT components during development across impacted organizations to clarify business requirements, testing, and outcomes.
