Job description

Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, U.S. Border Patrol, San Diego Sector, Mission Readiness Operations Division.

Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above.

Responsibilities In this Management and Program Analyst role, you will become a key team member of Homeland Security individuals involved in serving as an analyst and program advisor to management on various functions and activities requiring application of qualitative and quantitative methods for assessment of management processes, systems, and mission support programs.

This position starts at a salary of $84,462.00 (GS-11, Step 1) to $109,795.00 (GS-11, Step 10).

Typical duties of this assignment include: Providing technical assistance and direct support to the sector in a variety of matters relating to the application of planning systems and management programs to meet mission requirements.

Planning, conducting, and participating in a variety of teamwork study and special program studies.

Assisting senior analysts in implementing, coordinating, and overseeing a variety of program activities that focus on short and long-range plans, policies, and programs.

Planning, developing, coordinating, and assisting with planning management through detailed data reports from various programs, briefings, presentations, and conferences.

Identifying potential applicability and effect of new and proposed directives and other agency decisions on sector operations, managerial programs, and requirements.

Qualifications Experience: You qualify for the GS-11 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Providing advice to supervisors and managers and assists in developing, recommending, and evaluating policies in the assigned areas of responsibility.

Assisting in the design and implementation of planning and controls for submission and tracking of data.

Assisting with the review of submissions for substance, conformance with instructions, completeness, and authorizations for required changes and authorizations.

Recommending actions to achieve organizational objectives and recommends future program objectives and improvements.

Education Substitution: GS-11: a Ph.D. or equivalent doctoral degree; or three full years of progressively higher level graduate education leading to such a degree; or a LL.M. Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade specified, and may be computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the education as a percentage of the education required for the grade level; and then adding the two percentages.

The total percentages must equal at least 100 percent to qualify for that grade level.

Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for GS-11.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

You must: Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 10/23/2025.
