Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Air and Marine Operations, Human Capital Division, Washington, DC.

Responsibilities In this Management & Program Analyst (Workforce Management) position you will become a key team member of Homeland Security professionals acting as an advisor to management, assessing the productivity, effectiveness, and efficiency of AMO Human Capital efforts, resolving complex problems related to position management, staffing and placement, performance management, awards, and workers' compensation that support the mission of CBP.
This position starts at a salary of $101,401.00 (GS-12, Step 1) to $156,755.00 (GS-13, Step 10) with promotion potential to $156,755.00 (GS-13 Step 10).

Typical work assignments include: Advising on changes to organizational structures, charts, and mission and function statements to implement reorganizations, to reduce or eliminate functional overlap among the assigned programs.
Providing AMO's senior leaders with analytical insight into the Table of Organizations for assigned offices across AMO.
Monitoring encumbered and vacant positions to ensure AMO positions' data elements are accurately recorded.
Facilitating the effective filling of vacancies, coordinating between assigned offices and CBP's Office of Human Resources Management (HRM) Hiring Center.
Providing analytical data reporting of supported offices to capture employment levels and hiring trends.
Providing analytical support on a variety of personnel programs in support of the Human Capital mission.

Qualifications Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in providing analytical support on a variety of personnel programs in support of the Human Capital mission, to include: Performance Management, Awards, Collective Bargaining Agreement and Workers' Compensation.
Analyzing and making recommendations to improve workforce management operations and address and resolve Human Capital program issues.
Analyzing management proposal impact on program areas and coordinating implementation.
Planning, scheduling, and carrying out major projects, exercising discretion and judgment in determining whether to increase or reduce the scope of projects or studies.
Developing and coordinating hiring plans by obtaining input from program officials.
Establishing priorities, identifying facts and applying pertinent precedents to situations; providing staff work advice, guidance, integrated work plans, proposed courses of action, and documents ready for signature.
You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Researching, interpreting, and evaluating information, precedent cases, and statutes and regulations in order to identify issues, recommend actions, and re-engineer processes.
Selecting and and applying appropriate program evaluation and measurement techniques in determining compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments.
Evaluating the content of new or modified legislation for projected impact upon the agency's programs or resources.
Directing complex studies requiring application of advanced analytical and statistical methods and techniques.
Develop staffing standards covering current and new complex program functions or missions.
Developing new approaches to identifying meaningful workload factors and performance quality levels, and determine accurate measurement techniques.
