Job description

Summary You will serve as a Management and Program Analyst in the NAVFAC Engineering and Expeditionary Warfare Center of NAVAL FACILITIES ENGINEERING AND EXPEDITIONARY WARFARE CENTER.

Responsibilities You will Identify, analyze, and resolve a wide range of management projects.

You will research and write command instructions, guidance documents and policy and presents at the Department level.

You will analyze programs including objectives, policies, work operations, progress and resources estimates.

You will perform a variety of financial support functions including processing, analyzing and auditing financial orders and expenses.

You will provide procurement support and strategy services for a wide range of technical projects and programs.

Requirements Conditions of Employment Qualifications To Qualified for GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Analyzing financial programs and funding, historical trends and budget requirements; 2) Identifying shortfalls and trade-offs in order to ensure appropriate funding for personnel and projects; 3) Providing detailed reports, financial/statistical charts and graphs for management briefing and presentations; 4) Distributing established controls and budget targets to leadership to ensure that execution targets are being tracked.

To Qualified for GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate the following: 1) Conducting studies, analyzing quantitative and qualitative workload data used to populate and maintain tracking systems; 2) Recommending adjustments to improve operational efficiency and effectiveness; 3) Tracking, monitoring, compiling and analyzing data.

OR Successfully completed three full years of progressively higher level graduate education leading to a PH.D. or equivalent degree.

OR Successfully completed an LL.M. degree that is related to the position being filled.

OR A combination of experience and graduate education as described above that equates to one year of experience.
