**OUC - The** **_Reliable_** **One** **,** is presently seeking a **Manager, Infrastructure & Operations** to join the Digital & Technology division.

This role manages a close-knit, highly experienced team of six Network Engineers and four Database Administrators, ensuring the stability, security, and scalability of enterprise systems while aligning infrastructure initiatives with organizational priorities.
In this role, you will lead and mentor a seasoned team, fostering collaboration while respecting their expertise.
You will architect, deploy, and support enterprise network and database solutions, guide disaster recovery and high-availability strategies, and oversee operational execution, including patching, upgrades, and root-cause analysis.
This position offers a flexible, collaborative, mostly remote work schedule (95%), providing the freedom to manage your workday while staying connected via Teams, participating in short daily stand-up meetings, and coming on-site as needed to support critical infrastructure initiatives.

**The ideal candidate will have:**
+ Bachelor’s degree in Computer Science, Information Technology, Business Administration, or a related field
+ 7+ years of experience managing complex IT infrastructure, with strong expertise in enterprise network technologies (routers, switches, firewalls, VPNs, wireless) and working knowledge of RDBMS platforms
+ 3+ years of supervisory experience leading high-performing technical teams, with a servant-leadership style that builds trust and collaboration
+ Strong administrative and operational management skills, including vendor management, contract negotiations (RFPs, RFIs, RFQs), and budgeting
+ Strong communication and interpersonal skills, with the ability to listen actively, ask insightful questions, and collaborate with senior team members to influence decisions and drive meaningful outcomes and effective solutions
+ Proactive, adaptable mindset with strong follow-through, able to take ownership, navigate change confidently, and deliver results in dynamic situations
+ Experience thriving in fast-paced, collaborative environments, with a proven ability to foster teamwork, streamline processes, and drive meaningful improvements that accelerate success
+ Cisco Certified Network Professional (CCNP) with experience supporting enterprise-scale environments (1,000+ users) is preferred, bringing both technical depth and organizational perspective

**Salary Range:** Est.
$124,000 - $155,000 annually - commensurate with experience

**Job Purpose:**
Manage and support the Corporate Technical Infrastructure, including Email, Collaboration Tools, Identity Management, Server, Client and Desktop Administration, Data Storage Systems, Automation Tools, Corporate Network, Data Centers, Cloud Access and Applications, Enterprise Data Analytics Platform, and Database Administration.
Manage the backup and recovery technology used across the Commission for file shares, applications, and general data storage systems.
Work internally with other Production and Technology departments and across boundaries with the other Information Technology (IT) departments to design and implement successful technology strategies that will improve reliability of the IT infrastructure and reduces cost while improving efficiencies and managing multiple complex environments.
**Primary Functions:**
+ OPERATIONAL SUPPORT OVERSIGHT:
+ Manage the Technical Infrastructure to ensure sufficient capacity and availability to support Business needs;
+ Identify new technologies and maintenance/upgrade of existing technology, and patching;
+ Identify problems and determine root cause analysis and resolution;
+ Perform database migrations and upgrades; hardware maintenance and upgrades; performance and tuning;
+ Manage daily backup/recovery execution, testing, and upgrades; creation of operational metrics and action plans based on metric thresholds;
+ SUPPORT OF BUSINESS PROJECTS:
+ Provide technical guidance to application teams and projects relative operational infrastructure;
+ Review vendor specifications and adapt to our infrastructure standards, acquisition and implementation of need infrastructure components;
+ Oversee technology personnel supporting the project teams;
+ MANAGEMENT OVERSIGHT:
+ Establish technology direction, manage project plans and schedules, assign resources (internal/external), coordinate interdepartmental work activities;
+ Provide project and technology communication across the enterprise, disaster recovery planning and testing;
+ ADMINISTRATION:
+ Manage staff including time sheet approval, employee appraisals, expense reimbursement, and invoice approval;
+ Prepare Commission Agenda Item documentation; purchase order generation, budget preparation and monitoring, and project documentation;
+ Perform other duties as assigned.
**Technical Requirements:**
+ Working knowledge of all, but not limited to the following:
+ Technology best practices and theories;
+ IT systems and software and the ability to manage the entire spectrum of infrastructure operations;
+ Technology Performance Metrics, Trend Analysis and Key Performance Indicators (KPI);
+ Budget Preparation, Monitoring and Management;
+ Vendor Management;
+ Technical Documentation;
+ Familiarity with all, but not limited to the following:
+ Software Applications;
+ Cloud Services and Solutions;
+ Systems Logs Analysis;
+ Network Tools;
+ ETL Tools;
+ Databases;

+ Strong communication skills, both verbal and written;
+ Effective communication across departments and to executive management is a key attribute required for this position;
+ Work effectively and efficiently toward goals in a complex, diverse environment with multiple and changing demands;
+ Known for effective leadership of IT staff, excellent communicator and have a passion for client satisfaction;
+ Ability to work a flexible schedule when needed;
+ Understand and apply governmental accounting practices in maintenance of financial records;
+ Ability to make arithmetic computations using whole numbers, fractions and decimals, and compute rates, ratios, and percentages;
+ Ability to use Microsoft Office Suite (Outlook, Excel, Word, etc.) and standard office equipment (computer, telephone, etc.).
**Education/ Certification/ Years of Experience Requirements:**
+ Bachelor’s Degree in Computer Science, Information Technology, Business Administration or related field from an accredited college or university;
+ Minimum of seven (7) years of experience operating and managing complex IT infrastructure technology domains with servers, networks, storage systems, disaster recovery and business continuity planning;
+ Above experience to include three (3) years of experience supervising and developing a team of direct reports (required).
