Managing Program Coordinator I Business Services



Job description

LOCATION: Northeast Regional Information Center - Albany

BASIC FUNCTION:

The work involves responsibility for supervising, coordinating and providing training and assistance to boards of cooperative education and school district personnel using business and central office related software applications and endpoint devices supported by a BOCES Regional Information Center (RIC).

The incumbent may supervise a unit of personnel involved in installing and maintaining software applications as well as training and instructing the component school district personnel who use them.

The incumbent may exercise supervision over Program Coordinators I and II (Administrative Services or Financial Services), Administrative Aides and Trainees and other staff.

The incumbent assists RIC management in a variety of tasks such as developing the annual budget and costs for services, assisting in the monitoring of internal business practices and procedures for accuracy, consistency, and efficiency, as well as making recommendations for improvement in all business functions.

The work is performed under the general supervision of a Managing Program Coordinator II or another RIC administrator.

Does related work as required.



RESPONSIBILITIES:


+ Supervises and trains personnel involved in providing training and support services to school districts using software applications, and assists in interpreting policy and procedure in order to perform business or central office functions of a board of cooperative education and/or school district.



+ Develops and implements software application plans for boards of cooperative education and school districts.



+ Prepares cost projections for upgrades and new installations.



+ Trains and assists BOCES and school district staff on stand-alone computers, software applications and endpoint devices used to perform business and central office related functions;

+ Assists BOCES and school district personnel with the implementation of the technology aspects of school district management programs and related policies and procedures.



+ Tests and installs business and central office related software applications and endpoint devices and analyzes and resolves computer hardware and software problems either onsite or by phone.



+ Meets with BOCES school district business office, technology personnel and administrators to discuss requests for program changes, advise on hardware and software purchases and coordinate technology projects.



+ Orders and tracks software applications purchased for BOCES and school districts and maintains detailed written records on training and services provided.



+ Maintains detailed records and files on all technical service and training.



+ Participates in regional user group meetings for the support and development of services supported by BOCES.



+ Distributes training documents, manuals, revisions, and memos, newsletter and other information pertaining to software use and related policies and procedures used in a BOCES and school district.



+ Researches new and updated software before distributing it to a BOCES and/or school district.



+ Advises and makes recommendations to BOCES and school personnel regarding hardware and software purchases.



+ Maintains an up-to-date knowledge on emerging theories, trends and best practices in technology integration, especially as they relate to business and central office functions.



+ Prepares and submits written and statistical reports related to program activities for the BOCES and New York State Education Department.



+ Reports orally and in writing to a Managing Program Coordinator regarding program activities.



+ Coordinates purchasing details with vendors, BOCES and component school districts, is knowledgeable about school district funding and ensures that all New York State Education Department regulations and New York State municipal purchasing requirements have been met.



+ Ensures end of year fiscal reporting for BOCES and school districts and configures software and/or endpoint devices for new fiscal year.



+ Ensures federal and state wage, salary and earnings information is correctly reported.



+ Thorough knowledge of business and central office related software applications and endpoint devices supported by a BOCES Regional Information Center.



+ Good knowledge of the laws, rules and regulations governing New York State school districts.



+ Good knowledge of computer hardware and software industry.



+ Good knowledge of modern management and supervisory principles and practices.



+ Good knowledge of standard office practices and equipment.



+ Working knowledge of budget preparation and the BOCES budgetary process.



+ Ability to develop, design, coordinate and/or deliver technology training.



+ Ability to interpret and recommend policy and procedure as it relates to technology and business/central office functions.



+ Ability to utilize various software and computer database programs.



+ Ability to problem-solve computer user hardware and software problems.



+ Ability to form and maintain effective working relationships with others.



+ Ability to understand and empathize with computer user needs and concerns.



+ Ability to maintain records and prepare written and statistical reports clearly and concisely.



+ Ability to plan, supervise and schedule the work of others.



+ Ability to communicate effectively both orally and in writing.



+ Ability to apply computer technology, policy and procedure to a wide variety of BOCES and school district settings.




Job Qualifications

PROMOTIONAL:

Twenty-four (24) months as a Program Coordinator II (Administrative Services).



OPEN-COMPETITIVE: EITHER:
+ + Graduation from an accredited college or university with at least a Master’s degree in Mathematics, Accounting, Business, Education, Management Information Systems, Computer Science, Information Resources Management, Information Technology, or a closely related field and five (5) years of experience in providing training on business and central office related software applications and endpoint devices; OR,

+ Graduation from an accredited college or university with a Bachelor’s degree in M athematics, Accounting, Business, Education, Management Information Systems, Computer Science, Information Resources Management, Information Technology, or a closely related field and seven (7) years of experience in providing training on business and central office related software applications and endpoint devices ; OR,

+ Graduation from an accredited college or university with an Associate’s degree in M athematics, Accounting, Business, Education, Management Information Systems, Computer Science, Information Resources Management, Information Technology, or a closely related field and nine (9) years of experience in providing training on business and central office related software applications and endpoint devices.








The selected applicant will be subject to a fingerprint supported criminal history background check in accordance with SAVE Legislation effective July 1, 2001.



Vacancies are filled by certified list provided by Albany County Civil Service.

Should no certified list be available, candidates appointed to this position will be serving in a provisional appointment in accordance with New York State Civil Service Law.

The candidate must successfully complete a competitive examination and be eligible for appointment in accordance with Civil Service Law and the Civil Service Rules for Albany County to obtain a permanent appointment.
