The Colorado Department of Military and Veterans Affairs (DMVA) has four major operational divisions: Army National Guard, Air National Guard, Civil Air Patrol, and Veterans Affairs.

These divisions utilize state and federal resources to provide our communities, State, and nation with a ready military force for national defense and State emergency response as well as providing assistance to our Colorado Veterans.

Description of Job

This position is part of the Army National Guard Division, Construction and Facilities Maintenance Office of the Department of Military and Veterans Affairs.

This position provides technical and professional engineering services to optimize mechanical systems and energy efficiencies to all Colorado Army facilities.

Specific duties include, but are not limited to:

+ applying a multi-disciplined engineering/architecture knowledge focused on design and construction proficiencies, skills, and abilities;

+ ensuring energy efficient Mechanical, Electrical, Plumbing (MEP) systems and energy conservation/management design is properly implemented;

+ overseeing mechanical system construction and supporting Energy Program development for SRM and military construction projects;

+ providing energy analysis on heating and cooling systems during construction while determining solutions or alternate HVAC systems where required;

+ managing the near and long-term equipment systems replacement/installation to support the Energy Program to improve mechanical system design, reliability, and efficiency while reducing energy consumption and improving resiliency at buildings, facilities, and training sites;

+ establishing, maintaining, and overseeing project budgets for Mechanical, Electrical, Plumbing (MEP) systems and commissioning contracts;

+ performing engineering calculations to ensure that design objectives and efficiency standards are upheld;

+ reviewing all engineering data and making recommendations for solutions to overcome construction problems;

+ requesting construction funding, overseeing designs, plans, and project specifications for SRM and military construction projects;

+ performing design reviews of all engineering design plans, specifications, estimates, and technical documents to ensure constructability and adherence to regulations and latest industry design principles;

+ providing technical engineering guidance per local peculiarities;

+ proposing and managing feasibility of modifications to plans and designs;

+ providing authoritative professional opinions based on precedent actions, accepted engineering theory, standards, and practices, policy statements, and regulatory directives;

+ analyzing fiscal accountability and execution of assigned programs to ensure the validity of program objectives as outlined in Army National Guard regulations, directives, and policy guidance;

+ collaborating with senior leadership on new techniques, changes in procedures;

+ ensuring compliance with all prescribed internal control standards so that project resources are effectively managed;

+ reviewing and overseeing the review development of design documents prepared by architects and engineers;

+ overseeing the engineering analyses of equipment and systems for energy and cost savings at existing facilities;

+ calculating energy losses and mechanical inefficiencies at existing buildings and providing recommendations to leadership for upcoming HVAC system improvement construction projects;

+ managing all phases of bidding and project construction, negotiating Architectural-Engineer (A-E) fee proposals for construction administration services;

+ providing construction management for Capital Construction, SRM and military construction projects, coordinating construction schedules with users/units/activities;

+ observing projects to ensure they are completed according to specifications and codes; and

+ overseeing all aspects of the Architect/Engineer (A/E) Construction Administration or Type C services.



Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights


MINIMUM QUALIFICATIONS:
Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.

AND
Two years of professional experience as a Professional Engineer and/or energy efficiency duties for new/existing buildings, one of which must have been as a licensed professional engineer.
AND

Must be able to secure and maintain a Federal Security Clearance.

Substitutions:
Appropriate education, in addition to that required for the professional engineer license, will substitute for the required experience on a year-for-year basis.

There is no substitution for a current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors.
