**Description**
SAIC is seeking a qualified Training Analyst Principal at Navy Warfare Development Command (NWDC), Norfolk, VA.
The individual in this position will provide subject matter expertise (SME) in Master Scenario Event List (MSEL) development, Training Objective Management, and Scenario Developer support to train Navy Fleet HQ staffs in Maritime Operations Centers (MOCs) for command and control (C2) of operations at the Operational Level of War (OLW).
The ideal candidate must have naval operational experience and knowledge related to scenario and MSEL development leveraging, but not limited to the following areas: Operations, Plans, Fires, Intelligence, Protection, Air and Missile Defense, Logistics, C2 Systems, Information Operations, Cyber Operations, Space Operations, Air Warfare, Surface Warfare and Anti-Submarine Warfare.
Additionally, the ideal candidate should have experience developing, designing, and executing exercise events at the high-tactical or operational-level of warfare, including familiarity with joint and maritime HQ tasks simulating real-world operations.
These tasks include, but are not limited to: exercise concept development, planning, scheduling, modeling, simulation architecture design, simulation management and operations, intelligence system integration, scenario development, database builds and tests, event response and control cells, assessment, as well as support to development of future maritime domains within the joint training environment.
Specific Functional Area duties will include but are not limited to the following tasks:
+ Develop synthetic exercise scenarios in accordance with current naval, joint, and coalition doctrine, Tactics Techniques and Procedures (TTP) and forward deployed Numbered Fleet requirements in an OLW environment.
+ Develop synthetic exercise injects to enable accomplishment of training objectives for synthetic training events and support of live events as required.
+ Ensure exercise training objectives are supported by the overall event scenario, storylines, and MSEL implementers to effectively stimulate the training audience.
+ Utilize the MSEL tool to track storylines and specific events daily.
+ Coordinate event planning with Navy and Joint planners, to include Joint HICON coordination cells, Combatant Commands, Joint Staff J7, and other service response cell planners.
+ Coordinate with MOC Training and Exercise Team (MOC TET) on-site government and contractor staff, as required, to provide tasks, briefs, planning products, and point papers to enable MOC training objectives.
+ Coordinate with members of the MOC TET to prepare required reports, staff actions, point-papers, talking points, and all other staff products.
+ Provide the MOC TET government lead with appropriate lessons learned from synthetic training exercises and ensure relevant changes are incorporated in future exercises.
**Qualifications**
Education:
+ Bachelor of Arts or Bachelor of Science degree and 9 years of experience or 4 additional years of experience in lieu of degree.
Required Experience:
+ Nine (9) years of experience with military operations.
+ At least five (5) years of M&S experience in OLW exercises/Fleet Synthetic Training/service equivalent exercises.
+ At least five (5) years of scenario development and MSEL writing experience.
Desired Experience:
+ Recent experience in joint and naval exercises, war-gaming, and exercise/event planning.
+ Experience with Joint MSEL Management Systems such as the Joint Training Tool.
+ Experience using the Joint Semi-Automated Forces (JSAF) modeling and simulation program.
Clearance: Active Secret Clearance with ability to obtain TS/SCI; U.S. citizenship required.
