<p>Scope of Work/Job Characteristics<p>The Applications Development Analyst will be responsible for delivering high-quality software solutions that meet business and technical requirements.

The scope of work includes, but is not limited to, the following:</p><p>Requirements Analysis and Solution Design</p><p> Collaborate with business analysts, stakeholders, and end users to gather and analyze business requirements;</p><p> Translate business needs into functional and technical specifications; and</p><p> Participate in architectural discussions and contribute to the design of scalable, secure, and maintainable solutions.</p><p><b>Application Development</b></p><p> Design, develop, and maintain applications using Microsoft .NET technologies (C#, Application Service Provider [ASP] .NET, .NET Core);</p><p> Develop and optimize Microsoft Structured Query Language (SQL) Server databases, including stored procedures, views, and indexing strategies; and</p><p> Implement cloud-based solutions using Microsoft Azure, including Azure App Services, Azure Functions, and Azure SQL; and</p><p> Assess the SQL servers, recommend the migration approach from legacy to modern SQL versions, perform Proof of Concept (POC), and assist other teams with necessary technical and troubleshooting skills.</p><p><b>Testing and Quality Assurance</b></p><p> Conduct unit testing, integration testing, and participate in user acceptance testing (UAT); and</p><p> Ensure code quality through peer reviews, automated testing, and adherence to coding standards.</p><p><b>Deployment and Support</b></p><p> Deploy applications to development, test, and production environments using Azure DevOps or other Continuous Integration and Continuous Delivery (CI/CD) tools;</p><p> Provide post-deployment support, troubleshoot issues, and implement enhancements as needed; and</p><p> Monitor application performance and recommend improvements.</p><p><b>Documentation and Knowledge Transfer</b></p><p> Create and maintain technical documentation, including design documents, user guides, and deployment instructions; and</p><p> Provide knowledge transfer to internal teams and assist in training activities as required.</p><p><b>Continuous Improvement</b></p><p> Recommend improvements to existing systems and processes;</p><p> Evaluate new technologies and tools for potential adoption; and</p><p> Participate in code reuse initiatives and contribute to shared libraries and frameworks.</p><p><br></p><p><b><u>Requirements/Qualifications</u></b></p><p>The Department is seeking a full-time, on-site Applications Development Analyst.</p><p><br></p><p><b><i>NOTE: </i></b>Any successful Candidate with access to the Department's network is required to complete the Department's Security Awareness Training within 30 calendar days of hire.</p><p><br></p><p><b>Required Qualifications</b></p><p>A bachelor s degree from an accredited college or university in Computer Science, Information Systems, or other related field, or four (4) years of equivalent work experience is required.</p><p><br></p><p>Relevant experience may be substituted for education on a year-for-year basis when applicable.

The Department requires the following experience, skills, and knowledge for this position:</p><p><br></p><p> A minimum of 2 years of programming/systems analysis experience;</p><p> Proficiency in Microsoft .NET Framework (C#, ASP.NET, .NET Core) for developing scalable and maintainable applications;</p><p> Strong experience with Microsoft SQL Server, including writing complex queries, stored procedures, performance tuning, and database design; and</p><p> Hands-on experience with Microsoft Azure, including services such as Azure App Services, Azure SQL Database, Azure Functions, and Azure DevOps.</p><p><br></p><p><b>Technical Skills</b></p><p> Familiarity with RESTful Application Programming Interface.(APIs), web services, and integration patterns;</p><p> Experience with version control systems such as Git or Azure Repos; and</p><p> Understanding of Continuous Integration and Continuous Delivery (CI/CD) pipelines and automated deployment strategies in Azure environments.</p><p>Development and Lifecyle</p><p> Demonstrated experience in the full software development lifecycle (SDLC): requirements gathering, analysis, design, development, testing, deployment, and maintenance;</p><p> Ability to design and implement technical solutions that align with business and IT strategies; and</p><p> Experience in code reuse strategies, component-based architecture, and modular design.</p><p><b>Analytical and Design Skills</b></p><p> Strong background in systems analysis and design;</p><p> Ability to translate business requirements into technical specifications; and</p><p> Experience in data architecture, performance monitoring, and product evaluation.</p><p><b>Soft Skills</b></p><p> Excellent communication and collaboration skills to work effectively with business analysts, customers, and cross-functional teams;</p><p> Ability to prioritize tasks, manage time effectively, and deliver high-quality solutions on time and within budget; and</p><p> Strong problem-solving skills and a proactive approach to identifying and resolving issues.</p><p><b><i>NOTE: </i></b>In addition to the above list, the selected Candidates must successfully complete a Level II Background Check.</p><p><br></p><p><b>Preferred Qualifications</b></p><p>The Department prefers the Candidates to have the following experience, skills, and/or knowledge for this position:</p><p> Possesses a Microsoft certification in Azure or .NET technologies;</p><p> Over 5 years of programming or systems analysis experience;</p><p> Experience in state government;</p><p> Experience in a Criminal Justice Information Services (CJIS) environment;</p><p> Experience working in a large cloud migration program; and</p><p> Familiarity with DevOps practices and tools.</p></p><p>Required Skills : </p><p> Basic Qualification : </p><p> Additional Skills : </p><p>This is a high PRIORITY requisition.
