Duties and Responsibilities


A Radio Dispatcher monitors, dispatches, and controls all radio traffic in the New York, Albany, Syracuse, or Buffalo Divisions, or a combination of several divisions, of the NYS Thruway Authority and maintains the only road information center encompassing the entire Thruway System.

Dispatchers maintain contact with Thruway State Police by radio and relay information as necessary in the policing of the Thruway System; Bring reports of unusual occurrences to the attention of the State Police Sergeant and the Senior Radio Dispatcher for transmittal to appropriate officials; Maintain records of Thruway State Police, Administrative, Maintenance and Operations personnel; Operate a division and broadcast weather information for guidance of State Police, Maintenance Personnel and Roadside and Towing Service operators; Act as central information center for field personnel dealing directly with Thruway patrons; Record detailed accident reports called in by State Police and division traffic personnel; Log all reports of radio difficulty and conditions requiring emergency repairs to the Senior Radio Dispatcher; Maintain surveillance over vehicles carrying explosives or radioactive material; Log Civil Defense alerts and unusual accidents; Maintain various files including dispatcher logs and other records; Be knowledgeable of policies and procedures for Maintenance, Traffic Operations and Public Relations.

The duties are often carried out under stressful conditions, and involve shift work within a 24-hour schedule including nights, weekends, and holidays.


Minimum Qualifications


Current New York State employee with one year or more of permanent competitive service as a Communications Technician 1 and eligible for transfer under Section 70.1 of the NYS Civil Service Law.

Transition: Qualified employee of the New York State Thruway Authority with 45 days of permanent competitive, non-competitive, 55b/55c or labor class service in a position at or above Grade 6.

GENERAL PUBLIC MINIMUM QUALIFICATIONS: Open Competitive: Six months of experience as a police, emergency services, or public safety dispatcher; or as a member of a paid or volunteer fire company or emergency medical services squad; or as a radio dispatcher of a mobile fleet; or in a traffic management center; or six months of active duty service as a dispatcher of military police or security personnel with an honorable discharge or under NYS Restoration of Honor Act; or military duty in the National Guard or Reserve; or experience as member of a SAR task force.

NY HELPS MINIMUM QUALIFICATIONS: Six months of experience as a police/emergency/public safety dispatcher; or as a member of a fire company or EMS squad; or one year as a radio dispatcher of a mobile fleet; or two years as a toll collector; or six months in a traffic management center; or one year of active military service with honorable discharge under NYS Restoration of Honor Act.

This title is part of the NY HELPS program.

For the duration, it may be filled via a non-competitive appointment, meeting minimum qualifications.

Future conversion to competitive status is expected.

Employees may participate in promotion examinations for which they are qualified.

RADIO DISPATCHER TRAINEE

Must be age 18 or older, possess a high school diploma or equivalent, and successfully pass a background investigation performed by the New York State Police prior to appointment.

After completing a one-year traineeship, progression to the full performance level is expected.

Additional requirements for appointment include a background investigation with potential fingerprinting at time of appointment, the applicant covering processing fees, and consideration of all convictions reported.


Compensation and Benefits


This is a NYS Thruway Authority Unit 1 Teamsters position with an extensive benefits package including paid time off, sick leave incentive, NYS Retirement System, and 90% tuition assistance.

Free on-site employee parking is available.

Salary details include base pay and additional components: Base Pay Range from Hiring Rate $29.51 up to Job Rate $31.95; Recruitment & Retention Pay: $3.37.

For traineeships, starting salaries are listed (Trainee 1, SG-10) as $27.00.

Current state employees’ salaries depend on hire-time.
