Job Description
MAIN FUNCTION:
Plan, organize, develop and direct the overall operation and management of the Comprehensive Psychiatric Emergency Program (CPEP) staff and their unit functions/needs in accordance with Hospital policies and current Federal, State and local standards, guidelines and regulations that govern acute inpatient mental health facilities.
Accountable for the provision of day-to-day operations to ensure quality individual care on a 24-hour basis.
This position reports to the Service Line Director of Behavior Health.
DUTIES AND RESPONSIBILITIES:
+ Assumes responsibility for all CPEP staff activities relating directly and indirectly to quality individual care at all times.
+ Plans, develops, organizes, implements, and evaluates all functions and activities of the CPEP staff as well as its programs and activities in accordance with current rules, regulations, and guidelines that govern acute inpatient psychiatric care facilities.
+ Develops and maintains standards of practice and quality improvement for the CPEP.
Continually ensures standards are being met.
+ Develops, maintains, implements and updates CPEP Policy and Procedures Manual in collaboration with administration and Department of Psychiatry.
+ Assists Case Management/Discharge Planning Coordinator in developing, implementing and periodically updating the written procedures for the admission and discharge planning programs.
+ Participates in survey (inspections) made by authorized government agencies .
Is responsible for ensuring compliance with all New York State Department of Health (NYSDOH), Office of Mental Health (OMH), and The Joint Commission (TJC) standards and requirements at all times.
+ Practices Continuous Quality Improvement.
Creates a working environment that encourages staff involvement in elimination of waste and rework, and improvement of business performance and improvement of customer satisfaction.
Develops and maintains a comprehensive CPEP quality dashboard.
+ Makes written and/or oral reports and recommendations to Administration as necessary concerning the operations of the CPEP Staffing .
+ Authorizes the use of restraints in an emergency in accordance with established policies and procedures.
Ensures all episodes of restraint comply with policy / procedure.
+ Develops, implements and maintains an effective orientation program that orients new employees to the service, its policies and procedures and to their job position and duties.
+ Is responsible for attending all annual mandatory educational programs as required by position as well as attending and participating in continuing educational programs designed to keep abreast of state and federal mandates CPEPs and behavioral health services as well as rehabilitation, psychiatric, substance use and gerontological nursing.
+ Participates and / or conducts prospective employee interviews and chooses candidates for hire in coordination with Human Resources.
Recommends the number and level of nursing personnel to be employed.
Actively engaged in recruitment and retention of staff.
+ Manages disciplinary issues as needed through therapeutic communication and using accurate, objective documentation, and follows the guidelines of the union contract.
+ Reviews complaints and grievances with the Service Line Director of Behavior Health, or designee, made or filed by CPEP personnel, or individuals in care.
+ Assists the Service Line Director of Behavior Health in writing and managing the annual unit budget, including annual capital equipment requests, labor and non-labor budgets.
Is responsible for appropriate par level of supplies and staff correctly using the charge system.
+ Participates as CPEP Nursing Director in Hospital and Arnot Health System assigned committee meetings, which may include, but not limited to, Monthly Leadership Meetings, Monthly Quality Meetings, Patient Safety Committee, Regional Behavioral Health Meetings (as required), Community Single Point of Accountability (SPOA) Committee, Accreditation Meeting, and Department of Psychiatry Incident Review Committee.
+ Ensures all staff and individuals in the care of CPEP are educated on and provided a safe environment while working or receiving care within Arnot Heath.
Ensuring each staff member has been educated and understands Crisis Management at all levels
+ Ensures that all CPEP personnel are knowledgeable of individuals in care rights and responsibilities.
+ Reviews and maintains accurate documentation in regard to complaints and grievances made by staff, individuals and/or their families and makes a written or oral report to the Service Line Director of Behavior Health what action(s) were taken to resolve the complaint or grievance using the occurrence & complaint reporting system as required.
+ Assists the Service Line Director of Behavior Health and Medical Director in ensuring that all admissions to the CPEP have complete and correct documentation aligned with Mental Hygiene Legal Status to assure compliance with Mental Hygiene Law (MHL) requirements for the admission of individual within CPEPs in the State of New York.
This must include individuals’ status and rights explanation being provided every time.
+ Is responsible for attending all annual mandatory educational programs as required by position.
+ Employee understands and demonstrates the importance of satisfying the needs of the customer/patient by interacting with him/her in a friendly and caring way, being attentive to the customer’s needs, both psychologically and physically, and by taking the initiative to maintain communication with the customer in order to provide a secure and pleasant experience with the Medical Center.

EDUCATION:
Required:
+ Bachelor of Science in Nursing (BSN).
+ Meets the compliance standards and requirements of the NYS Office of Mental Health and HICFA exempt status requirements for Director of CPEP.
+ Current NYS Registered Nurse license.
+ Certification in Psychiatry/Mental Health Nursing specialty or nursing administration desirable.
Preferred:
+ Master of Science in Nursing (MSN).
+ Certification in Lean or Six Sigma methodologies.
+ Education /experience in the principle of administration and supervision.
EXPERIENCE:
Required:
+ Minimum of three years of psychiatric/addiction nursing experience, preferably in an inpatient setting.
+ Prior supervisory experience.
+ Experience with multidisciplinary treatment planning and psychiatric nursing quality assurance and improvement activities
CARDIOPULMONARY RESUSCITATION (CPR) REQUIREMENTS:
Advanced Cardiac Life Support (ACLS) is required within 90 days of hire date.
PHYSICAL DEMANDS:
Appreciable physical effort required.
Moving, lifting, and assisting patients whose size and physical ability can vary greatly.
Some lifting, reaching, and stooping.
Required to be on feet much of the time.
May be required to assist in restraint procedures.
Ability to frequently lift 20lbs, and occasionally lift 50lbs.
