Job Title: Oracle Functional Subject Matter Expert (SME) / Help Desk Analyst Work Location: Remote (must be available for in-person meetings as needed).
Preferred candidate location: Virginia, Washington, D.C., or Maryland area.
Security Clearance: DHS Public Trust (active or obtainable) Position Overview BizFirst is supporting our client in search of an experienced Oracle Functional Subject Matter Expert (SME) / Help Desk Analyst to provide functional expertise and day-to-day support for the Department of Homeland Securitys Financial Systems Modernization Solution (FSMS).
This role will focus on analyzing and resolving functional issues submitted via ServiceNow, preparing and reporting weekly operational metrics, leading and coordinating user acceptance testing and advising stakeholders on improvements to Oracle Federal Financials processes.
The ideal candidate will combine deep Oracle functional knowledge with experience supporting enterprise financial systems in a federal environment.
Familiarity with DHS processes and mission is highly desirable.

Through innovative transformations, they develop and implement strategies to optimize operations for military departments and agencies across the U.S. Federal Government.
Key Responsibilities Resolve functional issues in Oracle Federal Financials by managing and addressing incident tickets in ServiceNow.
Provide strategic advice, technical guidance, and functional expertise to program and project teams.
Lead and coordinate a team of Oracle Functional SMEs to address complex system or process challenges.
Review, advice and coordinate system enhancement functional design documents Lead and coordinate user acceptance testing of major system enhancements Prepare and deliver weekly operational metrics reports to leadership.
Develop and maintain training materials, user documentation, and quick reference guides as needed.
Required Qualifications Bachelors degree in Commerce, Computer Applications, or related field; Post Graduate Diploma in Computer Applications accepted.
12+ years of experience, including Oracle Federal Financials R12 and R11i implementation and support.
Strong knowledge of core Oracle processes: Procure-to-Pay (P2P), Order-to-Cash (O2C), Cost Accounting, Budget-to-Report (B2R).
Prior experience with enhancing functional design documents and conducting user acceptance testing Prior experience in a help desk or support environment for enterprise financial systems.
Proven ability to manage multiple priorities with excellent verbal, written, and analytical skills.
Proficiency in Microsoft Outlook, Teams, SharePoint, Word, and Excel.
DHS Public Trust clearance (active or obtainable).
Desired Qualifications Experience leading functional teams supporting Oracle Federal Financials.
Familiarity with ServiceNow or other IT service management tools.
Prior support experience with large federal financial management systems or modernization programs.
Strong interpersonal skills with the ability to brief senior leadership and stakeholders.
Desired Qualifications Prior experience supporting USSOCOM programs or missions.
Familiarity with DoD enterprise financial systems and reporting tools.
Strong communication skills with ability to brief senior leaders and stakeholders.
