Summary

Directly responsible for managing the siting phase of 115kV and greater transmission infrastructure projects.

Organize and lead large, cross-functional, multidisciplinary project teams which may include other program/project managers and technical subject matter experts.

Prepare and deliver presentations to executive management, community organizations and other key stakeholders.

Facilitate in-person and virtual open houses aimed at educating the public on the need and details of the project.

Assesses siting challenges and develops tailored strategies to ensure project success in alignment with SRP values, goals, and objectives.

Utilize local and industry best practices to acquire a Certificate of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC).

What You'll Do

  • Plans and successfully executes major power system infrastructure programs/projects which may be interrelated, and may consist of new generation, substation or transmission line assets.
  • Develops and presents comprehensive programs/projects plans to project team, leadership, external entities, and other stakeholders as required.

    Obtains all necessary stakeholder support and executive leadership approvals.
  • Organizes, oversees, and leads programs/projects planning, resourcing, staffing, progress reporting, people management, vendor relationships and troubleshooting.
  • Manages, oversees, and coordinates all aspects of programs/projects activities supported by a multidisciplinary, matrix team of internal and external resources planning, siting/permitting, designing/engineering, procuring, constructing, and testing and commissioning program/project facilities.

    On some projects, the work may include integrating vendor tasks into the project plans and tracking and reviewing vendor deliverables.
  • Represents SRP to outside agencies impacted by project assignments/activities.

    Serves as the single point of contact to external customers when applicable.
  • Leads obtainment of federal, state and local program/project permits as required which may include Certificates of Environmental Compatibility (CEC) from the Arizona Corporation Commission (ACC) and federal permits associated with National Environmental Policy Act (NEPA).

    Oversight efforts may include assessment of routes/alternatives/challenges, public outreach initiatives and stakeholder workshops, preparation of technical reports and applications, written and verbal conveyance and presentation of complex technical information and expert testimony to the public and regulators, and implementation and reporting of permit conditions to governing bodies.
  • Leads development of study reports, scoping, cost estimates, schedules, material lists, constructability plans, electrical outage requirements, request for proposals, specifications, contract documents, and customer and municipality agreements.
  • Manages the procurement of materials and contracted services including consultants, long lead-time equipment, and construction contracts with responsibility over high-level negotiations and direct recommendation of award.

    Develops and negotiates agreements with outside entities including municipalities and customers.
  • Monitors and reports schedule, budget, and resourcing performance.

    Identifies and resolves risks/obstacles to completing projects on time and within budget.

    Ensures deliverables adhere to SRP’s quality criteria and safety values.
  • Communicates status updates and results as work is completed to teams, leadership, external entities, and other stakeholders as required.
  • Collaborates with project management personnel, business partners and peers to develop Project Management Office (PMO) tools, templates, processes, workflows, procedures and policies.
  • Mentors, trains, and advises less senior project management staff including contracted personnel, to enhance skills and help execute projects.

What It Takes To Succeed

  • Project Management Professional (PMP) certification preferred
  • Extensive understanding of program/project management processes, principles, and methodologies.
  • Experience project managing design, procurement and/or construction activities for electrical utility facilities.
  • Excellent people management, negotiation, and oral and written communication skills, including presentation skills.
  • Experience preferred preparing state utility commission siting applications and federal siting applications under NEPA.

Experience

A minimum of 14 years of related experience is required (if no degree, 18 years of relevant experience or an equivalent combination of education and related experience totaling 18 years).
 

Education

A bachelor’s degree related to the assignment from an accredited institution is preferred.

 

Hybrid Workplace

SRP currently offers a hybrid workplace, which allows employees whose jobs can be performed remotely, and who have sufficient technical capability, to telework up to three days per week.

Although teleworking is available, all employees must live and work in Arizona.
