Raytheon is looking for an experienced Procurement Specialist to join its exciting and growing Advanced Fighter System (AFS) Acquisitions team in El Segundo, CA or McKinney, TX.

This position will support the Advanced Products & Solutions SBU (Strategic Business Unit) and reports directly to the Sr. Manager of Procurement and Subcontracts for AFS.

What You Will Do:

In this role, you will develop and manage a portfolio of subcontracts and procurement activities.

You will participate in gate reviews and capture/proposal efforts, as well as facilitate relationships across organizations and suppliers.

You will ensure all subcontracts and purchase orders are fully compliant to policies/procedures and to the Federal Acquisition Regulations.

Perform procurement and supplier management functions in support of U.S. Government subcontracts.

Administer and care for low and high dollar POs and subcontracts, including Firm Fixed Price (FFP) and potentially other contract types such as cost type agreements or long term agreements.

POs and subcontracts will range in value from $100k to in excess of $20M.

The role requires the ability to place POs efficiently in a fast-paced environment while integrating with program teams to support complex and high-value procurements effectively.

Develop the overall sourcing and procurement activities from development through production and final contract close out.

Develop tactical and strategic aspects of supplier relationships.

Monitor and care for incoming supply of materials to fully support MRP and self-guided demand; includes interface with functional and internal support organizations, such as Integrated Product Teams (IPT), Engineering, Production Control, Operations and Material Program Managers, and Program Office.

Develop supply chain strategies and alternatives.

Develop solutions to problems of unusual complexity that require a high degree of ingenuity and creativity.

Perform risk analysis including identifying supply chain risks, opportunities, potential impacts, and mitigation plans.

Lead the supplier management team and be the focal point for subcontractor performance.

Includes: RFP generation, Review adequacy of requirements flow-down; Development of negotiation strategy and lead multi-functional negotiation teams; Negotiation of price, delivery, payments and all contractual terms; Purchase order Placement and maintenance; Earned Value Management; Milestone monitoring and completion assessments.

Communicate clearly, be proactive in a very fast paced environment, flexible, innovative, work with speed and agility yet be thorough, and facilitate tasks to completion.

This position is a hybrid role, and the candidate will work with the hiring manager to set schedule (estimate of 2-3 days per week onsite in either El Segundo, CA or McKinney, TX.

This position works a 9x80 schedule with every other Friday off.

Qualifications You Must Have:

Typically requires a University Degree or equivalent experience and minimum 5 years prior relevant experience, or An Advanced Degree in a related field and minimum 3 years experience.

Experience with DoD procurement/subcontract compliance with Public Laws, Policies, Federal Acquisition Regulations (FAR/DFAR), and ITAR and import/export requirements.

The ability to obtain and maintain a U.S. government issued security clearance is required.

U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Qualifications We Prefer:

Experience in leading formal negotiations (price, schedule, and supplier exceptions to contractual flow down requirements, as well as standard Terms and Conditions)

Experience with supplier management

Experience with supporting procurement and subcontract management teams

Experience working in an Integrated Product Team (IPT) environment

Experience interfacing with internal customers and all levels of organization

Experience developing and delivering presentations(verbal and/or written) to key stakeholders

Knowledge of import / export regulations (ITAR/EAR)

Active Security Clearance: DOD or SSBI preferred

The salary range for this role is 90,000 USD - 182,000 USD.

The salary range provided is a good faith estimate representative of all experience levels.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and/or the company’s performance.This role is a U.S.-based role.
