Job description

Summary The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo).

The incumbent will be responsible for conducting detailed analyses of earned value (EV) data.

Integrates EV data and analysis with MDA budgets and programs' schedule information.

Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

As a Program Analyst at the NH-0343-4 broadband level, some of your typical work assignments may include: Conducts detailed analyses of earned value (EV) data.

Integrates EV data and analysis with MDA budgets and programs' schedule information.

Plans, directs and coordinates a wide variety of studies, projects, and tasking from higher authority.

Assimilates data and coordinates reports provided to outside organizations such as OSD, GAO, and Congress.

Provides expert guidance and assistance in the management of complex projects and action items.

Develops and/or directs and/or briefs complex studies and analyses for projects assigned by MDA Senior Leadership program managers, and business managers, utilizing Earned Value Management (EVM) software, tools, and methodology.

Serves as advisor and authoritative source on EVM collaborative efforts with Senior Leaders, contractors, and Defense Contract Management Agency.

Conducts highly complex data analysis to assess how Agency Operations supports the mission, and collaborates with all levels of Agency personnel to resolve non-routine operational problems on a wide variety of information, topics, and issues.

Provides management support, conducts analyses, and prepares recommendations to MDA leadership and senior leaders in Program Management, Business Operations, Cost Estimating to identify, coordinate.

monitor, and evaluate the support operations, including ensuring coordination and timeliness of actions for mission accomplishment.

Develops viable solutions or improvements lo various cross-organization internal procedures and methods as required by various acquisition and budgetary laws, policies, regulations and precedents applicable to the administration of one or more missile programs.

Ensures compliance with Agency program goals and objectives as prescribed.

Performs other duties as assigned.

Requirements Conditions of Employment Qualifications You may qualify at the NH-04 broadband level, if you fulfill the following qualifications: A.

One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service in at least 1 of 3 of the following specialized experiences as listed below: Utilizing analytical and evaluative methods and techniques, to include qualitative and quantitative analysis, and expert knowledge of DoD Earned Value Management (EVM) policies, processes, products, terminologies, and guidance documents in order to conduct comprehensive studies and develop assessments, recommendations and position statements.

Using Integrated Baseline Review principles, requirements, and processes and application of budgetary policies, processes, procedures and regulations including funds execution and knowledge of DoD acquisition and life cycle management policies, procedures, and practices to conduct reviews.

Using cost and economic analyses principles, techniques, and practices with ability to identify, plan, conduct research, summarize results, and make recommendations on complex, multi-faceted problems and lead special study teams.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience.

Education Substitution of education may not be used in lieu of specialized experience for this grade level.

Additional Information Other Notes: ACQUISITION POSITION: This position requires Acquisition Workforce Level Advanced in Business - Financial Management.

Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position.

ACQUISITION POSITION: This position requires a Defense Acquisition Workforce Improvement Act (DAWIA) in Business - Financial Management, Advanced level.
