Program Analyst 3 (Risk Management)



Job description

This position is available for remote work with travel as needed.

However, priority will be given to candidates willing to be based out of our Houston, TX office located in the Galleria Office Tower 1 at 2700 Post Oak Blvd.


POSITION SUMMARY: The Program Analyst 3 works within the PMCoE and reports to Director of PMCoE on the implementation of project and product risk management processes.

The analyst leads the planning, assessment, and monitoring aspects of the risk process and uses project and risk data to inform the organization for planning, forecasting and decision making.


ESSENTIAL DUTIES AND RESPONSIBILITIES:

+ Develop risk management plans for new projects and maintain existing risk management processes and procedures.



+ In close coordination with project and technical teams, facilitate the identification and monitoring, and reporting of project and program risk and opportunities.

Lead risk review meetings.



+ Provide risk management training to the organization.



+ Manage information systems; including the input of data into existing databases, integration of data across multiple platforms, process and tool development and improvements, for risk and program reporting structures.



+ Perform quantitative analysis of risk impacts to project cost and schedule.



+ Interface with project managers, supervisors, and subject matter experts to conduct risk and uncertainty identification and assessment against technical and business objectives; develop, update, and maintain risk handling plans, perform what-if, root cause and other decision making/issue identification analyses to inform handling strategy selection.



+ Perform other duties as assigned.

Leads consensus by involving all stakeholders, facilitating their understanding of differences, agreeing on requirements and constraints, and developing the best solution.



+ Safety Culture: Adheres to the NuScale Safety culture and is expected to model safe behavior and influence peers to meet high standards.



+ Quality Assurance: Demonstrates understanding and implementation of quality assurance regulations, standards and guidelines of 10 CFR 50 Appendix B, 10 CFR 21, and NQA-1.


MINIMUM SKILLS, QUALIFICATIONS AND ABILITIES:

+ Education: A minimum of a B.S. or B.A. degree in engineering or business is required.



+ Experience: Minimum of 5 years of full-time experience working in a project/program management or systems engineering organization is required.

Nuclear industry experience is preferred.

Familiarity with project risk management implementation, planning/scheduling tools and techniques, PMO processes, spreadsheets and databases is also required (Preferably; Primavera P6, PRISM, Primavera Risk Analysis, and Palisade @Risk).

Must possess strong technical writing skills and be able to clearly communicate via written, oral, and electronic means.

Must have exceptional organization skills and the ability to manage complex projects with multiple work phases with minimal supervision.



+ Industry Requirements: Eligible to work under Department of Energy 10 CFR Part 810.

Pay and Benefits:

The target pay range for this position is $99,175 - $119,694 annually.

The full pay range is $88,915 - $139,073 annually.



At NuScale, compensation decisions are determined using factors such as relevant job-related skills, full-time working experience, education and training, equity within the department.
