Job description

Overview

Bluewater Federal is looking for a Program Analyst to support the Department of the Navy, Naval Sea Systems Command, the Naval Surface Warfare Center Dahlgren Division (NSWCDD).


Responsibilities


  • Provide planning, reporting, financial inputs, documentation, and portfolio/asset data management that keep NSWCDD's IT programs organized, auditable, compliant, and aligned to SLAs, XLAs, and mission priorities

  • Support project management across the lifecycle: risk/issue/opportunity tracking, cost estimates, schedules/milestones, and IPR/briefing materials.

  • Compile service performance metrics (SLAs/SLOs/SLIs, XLAs), customer feedback/ITXM analysis, and continual‐improvement recommendations.

  • Maintain ITSM records (changes, CfM/ITAM, knowledgebase) and deliver required reports

  • Support Service Financial Management (cost inputs) and eCRAFT reporting alongside WAWF invoicing per Section G

  • Execute IT acquisition/logistics data entry/tracking; maintain inventories, procurement trackers, and GFP records as directed.

  • Manage DON application data for DITPR‐DON, DADMS, and NAV‐ITAS submissions and updates; enforce reporting best practices (e.g., FISMA/NIST).

  • Prepare/coordinate documentation: SOPs, process guides, risk registers, IMS, technical reports/notes, and correspondence.

  • Collaborate with data engineers to pre-process and clean data for AI models.

  • Create and maintain documentation for AI models, algorithms, and workflows.

  • Troubleshooting and resolving issues related to AI systems.


Qualifications


  • 2+ years of work-related experience in management support.

    Demonstrated technical understanding and ability to prepare complex and detailed technical documents and reports; OR, three (3) years of specialized experience in: financial planning, budgeting and execution of project funds for allocation purposes; integrated management schedule (IMS) development and tracking for planning and budgeting; coordination of task planning, schedule development and task execution for DoD and Navy programs and projects.

  • Must have an active Secret clearance

  • Must have a Security+ certification

  • Comprehensive knowledge of software applications and best business practices along with a high degree of skill in applying software functions necessary to prepare complex and detailed documents utilizing the Microsoft (MS) Office suite of products.

  • Experience in processing complex and lengthy technical reports that include tables, graphs, charts, or multiple columns, participating in Technical Progress and Design Reviews and program technical meetings, and providing status and inputs to technical reports, white papers and meetings.
